Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Assistant. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Sacramento, CA This is not a remote position. Responsibilities The primary duties of this position are: Process a wide range of human resources transactions related to recruitment and placement, and classification. Assist HR Specialist with the onboarding of new employees to include arranging for physical examinations, completion of all appropriate benefits forms, extending job offers, coordinating entry-on-duty and/or release dates and coordinates with other related functional offices involved in on-boarding. Responsible for administrating oath of office and ensuring onboarding forms are completed and signed, and secures all required documentation e.g., proof of citizenship, transcripts etc. Participate in the execution of merit placement/promotion programs. Review and verify information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness. Contact applicants for employment and furnish information regarding vacancies and mandatory requirements. Analyze and evaluate individuals' applications to determine basic eligibility. Provide advice and assistance in restructuring of positions for fill at lower grades determining selective placement factors, ranking factors, crediting factors, and the degree to which each factor is met. Assist classification specialist by performing job audits and making classification determinations on a variety of clerical, and technical occupations. Interprets and provides guidance related to program benefits, options, changes, open season enrollments, and conversion rights. Resolves processing problems involving pay and employee benefits. Processes a full range of recurring and unique personnel actions for an assigned group of general schedule, prevailing rate, and bargaining board positions and employees to include appointment, placement, pay, benefit, separation, and position actions. Corresponds with former employing agencies and the National Personnel Records Center to obtain previous employment and leave records. Prepares forms pertaining to life and health insurance, the thrift savings plan, and unemployment compensation. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. To qualify at the GS-5 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-4 level in federal service having demonstrated experience answering routine human resources related inquiries and utilizing office automated systems to enter, retrieve and manage data; experience tracking, coordinating, updating, and maintaining files and records. These examples are not all inclusive. You could otherwise qualify on the basis of Education having completed 4-years above high school. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-6 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in federal service having demonstrated experience in providing assistance and responding to technical questions regarding human resources related topics, answering basic customer inquiries, and creating and maintaining electronic folders using an automated onboarding system. These examples are not all inclusive. To qualify at the GS-7 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-6 level in federal service having demonstrated experience in responding to technical questions regarding human resources related topics, answering customer inquiries, and creating and maintaining electronic folders using an automated onboarding system; experience performing technical human resources work to include assisting applicants with troubleshooting technical issues within the online application system; experience utilizing other pre-employment and post-employment human resources systems in order to track actions and make appointments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
