HUMAN RESOURCES ASSISTANT Date: Jan 30, 2025 Req ID: 46837 Location: Little Rock, AR, US, 72201 Category: SECRETARY OF STATE Anticipated Starting Salary: $45,000 Position Information Summary The Human Resources Assistant is responsible for assisting with the administration of benefits and retirement programs and will assist the HR Manager and Director with various administrative tasks including recruiting, payroll, leave administration, and maintaining records. Functions • Assists in maintaining employee records, ensuring completion and accuracy of details such as contact information, job classifications, pay rates, organizational structure and other key details. • Performs administrative and recordkeeping tasks related to staffing changes, which may include layoffs, resignations, terminations, and extended leave of absence. • Recruits qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for the opening. • Handles orientation for new employees by explaining policies and procedures, obtaining required employee information, and advising employees of benefit packages. • Processes insurance benefits and retirement transactions maintaining accurate information in database. • Assists employees regarding benefits claim issues and plan changes. Makes contacts on employee’s behalf. • Prepares system reports on deductions for completion and reconciling by payroll officer. • Administers annual enrollment period-dissemination of materials, ensuring paperwork reaches vendors, and that all deadlines are met. • Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries. • Assists in providing information or counseling to employees on various personnel issues such as benefits, leave accrual and leave usage. • Assists director and manager in research and development of programs, policies and presentations. • Advises employees on FML/LWOP regarding payment schedule of individual insurance premiums • Plans and organizes the Annual Benefits Fair (This is an annual event that the Secretary of State sponsors for all state employees.) Dimensions The employee may be required to sit, stand, and walk. The employee must occasionally lift and/or move up to 20 pounds. Office environment which can be stressful at times with multiple phones ringing, high volumes of email requests, and meeting with employees as necessary. Travel outside the office is typically minimal for this position, but is required for certain annual meetings including pre-open enrollment and vendor meetings. Knowledge, Skills and Abilities • Proficiency in Microsoft especially Word, Excel and Access. • Good interpersonal communication skills both face-to-face and on phone. • Tenacity in tracking down information through various sources. • Ability to read, analyze, and interpret basic documents; read and comprehend simple instructions. • Ability to respond to common inquiries or complaints from employees • Write documents and draft effective reports that conform to a prescribed style and format. • Ability to effectively communicate and present information to management and other staff • Compose short correspondence, memos, and email using correct grammar and spelling • Ability to maintain a high degree of confidentiality • Ability to perform multiple tasks simultaneously • Define problems, collect data, establish facts, and draw valid conclusions based on the data. • Ability to apply common sense understanding to carry out instructions furnished in written or oral form • Deal with problems involving concrete variables in standardized situations. Minimum Qualifications A minimum of an Associate’s degree in Human Resources or a related field is required, plus 1 year experience and/or training in the human resource field; or the equivalent combination of education and experience.
