Summary About the Position: Serves as the Human Resources Technician for a variety of Human Resource Military personnel programs and systems in support of the US Army Medical Center of Excellence. This position is located at Fort Sam Houston, San Antonio, Texas. Responsibilities Serve as a Human Resources Assistant technical authority on all matters related to military personnel management and actions to include the installation operations of eMILPO. Provide administrative personnel support. Assist with maintaining control over Officer and Noncommissioned Officer Evaluation Reports (OERs and NCOERs) Research and provide explanation and interpretation of rules, regulations, procedures, and requirements pertaining to action taken or recommended. Specialized Experience: One year of specialized experience which includes experience applying Military Human Resources rules and regulations, policies, and operations; providing military personnel management advice to organizations; managing various human resources automated data systems; resolving complex unprecedented problems and applying military procedures within an organization; updating military policies and regulations; experience maintaining control over unit personnel evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Human Resources Technology Usage Personnel Action Processing and Recordkeeping Technical Competence Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06).
