Summary THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This ND National Guard position is for a HUMAN RESOURCES ASSISTANT (MILITARY), Position Description Number D1189000 and is part of the ND RRO, National Guard. Responsibilities The purpose of the position is to oversee and ensure the accomplishment of work performed in the areas of personnel management and administration. Plans, organizes, and administers the military personnel program for the organization. Implements the enlisted promotion system at the command level. Plans and coordinates health service support. Prepares and forwards required documentation or officer promotion packets for required state and federal board actions. Provides advice and assistance to the commander and staff pertaining to military personnel administration. Provides guidance to subordinate unit personnel about benefits and entitlements, career and bonus programs, educational, retirement, and other benefits. Assists applicants and evaluates qualifications for officer appointment and provides administrative support in the preparation of appointment packets. Reviews or assembles supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc. Monitors and reviews copies of unit reports furnished by higher level military personnel offices to identify trends and assist with the management of personnel readiness within the organization. Performs various administrative duties relating to military personnel involving the composition and distribution of correspondence, publications, reports, orders, etc. Requirements Conditions of Employment Qualifications PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION. MILITARY GRADES: Enlisted members. QUALITY OF EXPERIENCE Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position. GENERAL EXPERIENCE: Applicant must have administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position; experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must have one year of experience at the GS 06 grade level or civilian equivalent which includes: 1) Ability to interpret and apply regulations, procedures or laws; 2) experience that provided a working knowledge of administrative functions; 3) experience performing administrative transactions; 4) experience working independently and setting priorities with very little supervisory control. Education To receive credit for education, you must provide supporting documentation of proof that you meet the education requirements for this position.
