This position is located within the Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Human Capital (OHC), Human Resources Operations Center (HROC), Processing Unit. The primary purpose of this position is to serve as a Human Resources (HR) Assistant providing a full range of personnel processing support and assistance. As a Human Resources Assistant, at the full performance level you will perform the following duties: Processes Personnel Actions in the ICE Electronic System for Personnel. In compliance with DHS, Office of Personnel Management, and National Finance Center (NFC) rules and procedures, processes recruitments, Career Ladder Promotions, Changes to Lower Grades, Separations, Retirements, Details, Temporary Promotions (TPRO), Law Enforcement Availability Pay (LEAP), Administratively Uncontrollable Overtime (AUO), Reassignments, Removals, Suspensions, Awards, Cash Awards, Time Off Awards, Quality Step Increase, etc. Processes payroll actions, such as Federal and States taxes, retention pay, direct deposit. Assists with onboarding processing benefit documents, Federal Employee's Group Life Insurance (FEGLI), Federal Employees Health Benefits (FEHB), Thrift Savings Plan (TSP), and beneficiary forms; certifies and reviews, benefits forms for proper coding, signatures, and effective dates. Generates and distributes reports on ICE rosters, runs biweekly and various other reports. Responds to customer issues relating to Personnel processing, reviews customer requests and inquiries and issues appropriate guidance, assesses customer needs, analyzes issues, and provides appropriate solutions through knowledge application of human resources systems and functional areas. Uploads forms and documents to employee's electronic Official Personnel Folder (eOPF). Requirements Conditions of Employment Qualifications Please limit your resume to 5 pages. You qualify for the GS-5 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-4 grade level or equivalent performing duties such as: Utilizing office automated systems to enter, retrieve, and manage human resources data; Completing, tracking, and maintaining electronic files and records in support of human resources programs; Responding to customer issues and concerns. OR Education: Successful completion of 4 years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.OR Combination of Education and Experience: A combination of successfully completed post-high school education and specialized experience may be used to meet the total qualification requirements for the GS-05 position. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. Please note: only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. GS-6: You qualify for the GS-6 grade level if you possess one (1) year of specialized experience at the GS-5 grade level or equivalent performing duties such as: Providing assistance and responding to questions regarding personnel processing related topics; Assisting with processing personnel actions such as recruitments, Career Ladder Promotions, Changes to Lower Grades, Separations, Retirements, Details, Temporary Promotions (TPRO), Law Enforcement Availability Pay (LEAP), Administratively Uncontrollable Overtime (AUO), Reassignments, Removals, Suspensions, Awards, Cash Awards, Time Off Awards, Quality Step Increase, etc; Assisting with processing onboarding benefit documents such as Federal Employees' Group Life Insurance (FEGLI), Federal Employees Health Benefits (FEHB), Thrift Savings Plan (TSP), and beneficiary forms.. GS-7: You qualify for the GS-7 grade level if you possess one (1) year of specialized experience at the GS-6 grade level or equivalent performing duties such as: Processing personnel actions such as recruitments, Career Ladder Promotions, Changes to Lower Grades, Separations, Retirements, Details, Temporary Promotions (TPRO), Law Enforcement Availability Pay (LEAP), Administratively Uncontrollable Overtime (AUO), Reassignments, Removals, Suspensions, Awards, Cash Awards, Time Off Awards, Quality Step Increase, etc; Requesting electronic Official Personnel Folders (eOPF) to review all documentation for accuracy and verify prior federal service history to determine the retirement codes and veteran's preference status; Obtaining relevant facts through research about issues or problems involving an employee's personnel actions and documentation. Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position.
