The primary purpose of this position is to provide human resource assistance support to the Civilian Personnel Flight Affirmative Employment Office. Responsibilities Processes a full range of personnel actions. Provides assistance to supervisors in completing requests for a wide variety of personnel actions. Reviews incoming requests for accuracy of the agency code, existence and adequacy of supporting documents, completeness, the presence of necessary supporting documents, appropriateness of the regulatory authority, and appropriateness of the proposed action cited in relation to the intended purpose. Provides services in support of the Staffing program. Provides information to employees on special program entitlements, and application procedures for merit promotion consideration, reinstatement, and transfer; and to supervisors about merit promotion procedures and the status of personnel actions. Performs in-processing and out-processing services. As appropriate for new appointments, obtains fingerprints and assists in completion of investigation forms; administers oath of office; explains pay rate determinations; has employee complete handicap code; and sends service record and time cards to the appropriate administrative offices. Performs tasks in support of recruitment activities. Prepares and sends employment inquiries to applicants. Coordinates interview schedules. Directs applicants to appropriate offices for interviews. Arranges for physical examinations. Verifies veterans' preference. Arranges for Entrance On Duty dates. Confirms reporting dates with newly selected employees. Uses multiple office automation software with varied functions to produce a wide range of documents, formats, etc. Specific processing functions involved require a varying number and sequence of steps and use of different functions from one assignment to another. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS-0203. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes: 1) knowledge of a standardized body of rules, procedures, operations, and terminology related to recruitment and placement activities sufficient to process requests for personnel action, and answer questions concerning merit promotion procedures, and procedures for reinstatement or transfer to another Federal agency. 2) Knowledge of the nature and capability of word processing software procedures and function keys to perform a substantial range of functions, such as generating table of contents, importing graphs or databases, creating glossaries, aligning multiple columns, automatically printing document identification or other notations at the top or bottom of each page, and creating form letters and automatically merge these with mailing lists. 3) A fully qualified typist. OR EDUCATION: successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a standardized body of recruitment and placement operations, procedures, and terminology to process personnel actions and to assist in performing routine recruitment and placement tasks. Knowledge of word processing automation software functions to support office operations and produce a variety of textual documents such as letters, reports, memos, and form letters. Skill in typing; a qualified typist is required. Ability to communicate orally and in writing. Ability to code and/or enter data into an automated database management system. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
