The New York City Taxi and Limousine Commission (TLC) is the agency responsible for regulating for-hire vehicle industries in New York City, including drivers and owners of yellow medallion taxis, green-boro taxis, community car services, black cars, certain luxury limousines, commuter vans and paratransit vehicles. These industries serve more than one million passengers each day and are a key component of the City’s transportation network.
The Human Resourced Associate will provide support for the agency’s human resources functions including personnel services, classification, recruitment, civil service administration, benefits, leaves, and employee programs, and perform responsible analytical and reporting functions.
Responsibilities will include:
Perform recruitment, on-boarding, and personnel activities; implement complex actions through HR management systems including NYCAPS, CHRMS, PMS, WCS, and PRISE; administer new hire, promotion, title change, transfer, and employee separation requests; handle pre-employment processing, onboarding, new hire orientations, and exit interviews; track and determine eligibility for various leave types including Family Medical Leave Act (FMLA), Paid Family Leave (PFL), sick leave, parental leave, personal leave, childcare leave, military leave, Special Leave of Absence Coverage (SLOAC), and Workers' Compensation; workers’ compensation administration; process verification of employment and Traveling Personnel Folder (TPF) requests, and transfer of leave balances for current City agency employees; coordination and facilitation of employee processing ensuring adherence to NYCAPS workflow procedures and citywide requirements and regulations; attend external hiring events and facilitate internal hiring pools; issuance and replacement of employee IDs, and building access cards; tracking, reporting, and escalating issues; customer service liaison with internal teams, new hire candidates, oversight agencies, and external entities; assist with tasks & standards and performance evaluation compliance and related reporting; residency compliance monitoring; reports, organization chart updates, and records management; assist with coordination for special programs such as onsite blood drives, flu shots, wellness activities, pilot programs, etc; conducting internal employee orientations for new hires; preparation of confidential reports and documentation, research, analysis, correspondence, filing, and records management; serve as a back-up for team members in their absence; and coordinating special projects as assigned.
Work Hours: Monday-Friday, 9:00am-5:00pm
Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
