Pay Range

$129,030 - $160,188 Annually for the H21.4 level
$154,830 - $192,252 Annually for the H21.5 level

Please note that the pay range information is a general guideline only.  Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We're looking for a Human Resources Business Partner who will act as a champion and change agent, trusted advisor and cultural steward in support of a Division within the Engineering Directorate. As a member of the leadership team, you will assess and anticipate workforce related needs and seek to develop integrated solutions in collaboration with the core HR ecosystem. You will use your expert knowledge in HR related areas to interact with all levels of management and employees and will interact with high-level managers within the Engineering Directorate, the Laboratory, and external contacts on behalf of the Principal Associate Director and senior managers.  This position is in the Human Resources Directorate and matrixed to Engineering.

This position requires an extremely perceptive person who can relate to individuals at all levels within the organization and get tasks completed. Must be able demonstrate a high level of trust, collaboration, confidentiality and good judgement across the human resources organization.

Business needs require that this position have an on-site presence multiple days a week. Telecommuting options will be limited.

This position will be filled at either based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

You will

Provide a full range of consultative and collaborative people strategies/programs to senior management in areas such as talent and performance management, organization design/expansion, leadership/high potential development, succession planning, compensation, retention/engagement programs and strategic workforce planning.Facilitate the development and implementation of organization-specific people strategies, diagnosing organizational issues, including developing, driving and leveraging employee engagement initiatives that elevate and sustain high levels of employee engagement.Diagnose, recommend and implement interventions for complex and highly sensitive employee relations situations to build trust, employee engagement and support changing dynamic workforce needs. Provide conflict management and advanced consulting support to supervisors and managers to include coaching, counseling, career development and disciplinary action to foster a high performing culture.Partner with organization Administrators and HR to solve issues involving recruitment and hiring, salary management, performance management, corrective action, employee relations, internal communications, policies and procedures, etc.Lead the development and implementation of new programs and/or policies, specifically in the areas of performance management and compensation.Solve problems with little precedent that often cross areas/organizations through the development of new approaches and techniques while establishing and maintaining effective relationships.Conduct analysis and research on a wide variety of workforce-related activities and proactively evaluate, negotiate and recommend solutions and actions to complex problems internally and coordinate and respond to various institutional -related requests including institutional business practices, outdated methodology, exceptions to policy, etc.Perform other duties as needed.

In addition, at the H21.5 Level:

Ensure the execution of strategic deliverables and enable business requirements in support of the organizational and Laboratory initiatives.Determine strategies and actions to generate solutions in response to significant, diverse, and unique situations for which guidelines, policies, and practices may not exist.  Contribute to the development and implementation of institutional policies, procedures and processes.Consult on and lead cross-functional projects that require extremely complex problem resolution with independent judgment requiring a high degree of initiative.Lead, manage and oversee the development of advanced concepts, policies, procedures, and standards.  Participate in organizational and institutional reviews with management. Qualifications Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.Bachelor’s degree in human resources, organization development, or related field, or equivalent combination of education and significant related experience.Experience working in a strategic HRBP or HR leadership role, consulting directly with senior leadership, leading human resources processes and efforts in a large, diverse organization.Comprehensive knowledge and understanding of HR policies/practices and principles, advanced regulatory requirements, concepts, standards, processes and system, (including but limited to human HRMS systems such as Peoplesoft and Time/leave systems).Demonstrated analytical skills with the ability to anticipate, identify, and resolve complex issues by applying data analysis principles and techniques to independently advise, consult and recommend appropriate actions and implement solutions.Experience functioning as a change agent for client organization by implementing programs resulting in long-term change. Experience leading integrated projects and business activities.Advanced communication and collaboration skills necessary to advise and influence internal and external stakeholders on a wide variety of issues to ensure mutual success.Extensive experienced and advanced skills with Microsoft Office Suite (excel, word, PowerPoint, access etc.). Experience conducting data analytics to develop metric and trend data using advanced Excel functions.

In addition, at the H21.5 Level:

Experience planning major projects/programs that have an institutional impact.Broad and extensive specialized and operational knowledge of industry practices.Extensive experience leading and overseeing business and operational activities for a large, matrixed organization.Extensive experience leading and overseeing a variety of institutional cross-organizational and integrated projects with unique situations.

Desired Qualifications

Experience working at a DOE Laboratory or in a similar regulated environmentAdvanced degree in Human Resources or related field.SPHR or SHRM-SCP certification. Additional Information

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter.
