To provide manage and direct all professional personnel services and make recommendations to the Superintendent in all phases of Minnesota State Academies Human Resource Programs. This position exists to encompass the entire scope of personnel activities with the employee independently determining the appropriate means of accomplishing specific results in any area of responsibility. To administer a comprehensive classification system for both classified and unclassified positions on campus (AFSCME, MAPE, MMA, MNA, SRSEA, Managerial Plan and Commissioner’s Plan.) To administer a merit-based selection and recruitment process that complies with all statutes and laws of the State of Minnesota. To recommend and prepare compensation levels for classified and unclassified positions, conduct job audits and provide expertise to supervisors and administrators on classified bargaining contract interpretation for HR related issues. **Minimum Qualifications** + Bachelor's degree in HR Management or a related field (i.e., Business Administration, Public Administration, Psychology, and Organizational Behavior) AND at least two years of advanced professional-level human resources experience, **OR,** three (3) years of advanced professional-level human resources experience related to the essential duties of this position. + Leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead, or current enrollment/completion of a State of Minnesota leadership program such as Emerging Leaders Institute. + Experience in at least three of the following areas: job evaluation and classification, compensation practice and salary administration, recruitment and selection, employee and labor relations, performance management and workforce planning, union contract interpretation, or grievance administration. + Knowledge of applicable state and federal employment laws and regulations and labor laws and rules such as FMLA, FLSA, ADA, EEOC, etc. + Ability to use new technologies to support work including experience in using an applicant tracking system. + Interpersonal skills sufficient to effectively supervise and motivate staff, deliver and explain information to a diverse audience and work collaboratively as a team member. + Must be able to obtain and maintain delegation of authority **Preferred Qualifications** + Proficient in the use of American Sign Language (ASL) at Intermediate Plus or higher level + Labor relations experience including knowledge and skills in union contract interpretation, grievance administration and labor/management relations. + Supervisory experience + Knowledge of and experience with State of Minnesota human resources policies, procedures and compensation systems + Experience in conducting and consulting on employment investigations and in assessing and recommending appropriate corrective action to management. + Ability to present complex information clearly to a variety of employee groups + Ability to work with a diverse groups of individuals **Additional Requirements** This position requires successful completion of the following: + Successful completion of required background checks. + Employees driving on MSA business who use a rental or state vehicle shall be required to conform to MSA's vehicle use criteria and consent to a Motor Vehicle Records check.
