Human Resources Director

The Director of Human Resources supports the Agency by leading HR functions aligned with its mission, vision, and values, and in compliance with Connecticut laws. As a member of the President's Cabinet, the Director oversees recruitment, talent management, employee development, workforce planning, payroll, HRIS, and employee and labor relations. Responsibilities:

Partner with executive leadership to develop strategic HR plans.Translate business plans into HR strategies.Advise on the impact of new programs and regulatory actions.Develop staffing strategies and identify talent.Implement compensation and benefits programs.Oversee payroll and HRIS operations.Ensure compliance with legal requirements.Act as chief negotiator for collective bargaining agreements.Counsel managers and employees on labor laws.Promote diversity and inclusion programs.Develop HR planning models to address competency gaps.Assess competitiveness of HR programs.Build credibility as a problem solver.Develop and enforce HR policies and procedures.Manage HR budget and financial metrics.Continuously improve HR division efficiency.

Qualifications:

Master's degree in HR or equivalent experience.10+ years in HR leadership.5+ years supervisory experience with collective bargaining.Non-profit experience preferred.PHR, SPHR, or SHRM-SCP certification preferred.Strong administrative, project management, and HRIS skills.Effective communication and problem-solving abilities.Knowledge of federal and state employment laws.

Work Environment:

The position is office-based in Hartford, CT, with a schedule of Monday to Friday, 8:00am to 4:00pm. The HR team consists of five staff members and utilizes ADP software for HR functions. Pay and Benefits

The pay range for this position is $60.50 - $70.11/hr.
