Job Title: Human Resources Director
Job Description: Lead the Human Resource function aligned with the Agency's mission, vision, and values, ensuring compliance with Connecticut laws and regulations. Oversee recruitment, talent management, employee development, payroll, HRIS, and employee/labor relations. Develop and implement HR strategies supporting the client's goals.
Responsibilities:
Partner with executive leadership to develop organizational plans and programs.Translate business plans into HR strategic and operational plans.Advise on the impact of new programs/strategies on people resources.Develop staffing strategies and identify talent within and outside the organization.Create compensation and benefits programs to motivate and reward performance.Oversee payroll functions and HRIS.Ensure compliance with legal requirements and government reporting regulations.Act as chief negotiator for collective bargaining agreements.Counsel managers and employees on labor and regulatory laws.Promote a diverse and inclusive workplace.Identify competency gaps and develop programs to address them.Assess competitiveness of HR programs and practices.Develop policies for effective people management.Enhance and enforce HR policies and procedures.Manage the HR department budget and financial metrics.Continuously improve HR division efficiency and effectiveness.Essential Skills:

Master's degree in Human Resources or equivalent experience.Minimum of ten years in HR leadership.Five years of supervisory experience with collective bargaining and payroll oversight.Non-profit experience is a plus.PHR, SPHR, or SHRM-SCP certification preferred.Strong administrative, people, and project management skills.Proficiency in HRIS and ADP Workforce.Excellent communication and problem-solving skills.Ability to maintain confidentiality and work in a diverse environment.Pay and Benefits
The pay range for this position is $60.50 - $70.11/hr.
