Human Resources Generalist HUMAN RESOURCES GENERALIST- MC7: Starting Salary: $88,496 JOB SUMMARY: The Human Resources Generalist assists the Director of Human Resources in carrying out the day-to-day administration of the Department and implements the Department’s various programs, plans and tasks. The Human Resources Generalist may be assigned responsibility for one or more areas under the general supervision of the Director, and may exercise supervision over the other staff in the Department. ESSENTIAL FUNCTIONS:1. Assists the Director in areas of responsibility including, but not limited to, administration of benefit programs, labor relations, employee recruitment and selection, performance management, staff training and development, salary administration, health and safety. 2. Coordinates the posting and advertising for vacancies; administers applicable candidate testing, schedules and conducts interviews. Assists with background screening of candidates, and prepares information for appointment. Assists with onboarding new employees. 3. Participates in job fairs and other recruitment events. Maintains online recruiting presences, such as CSEA website, Handshake and related venues. 4. Provides guidance and support to supervisors with employee performance management. 5. Assesses individual employee and departmental development needs, recommends specific programs to meet those needs and facilitates the delivery of such programs. 6. May assist with the design and delivery of staff training and development programs including core programs, new employee orientation and on the job training projects. 7. Plans and coordinates the delivery logistics of organization wide programs in an efficient and cost effective manner. 8. Salary administration, including calculating salary for Personnel Services Budget as well as career ladder movement. 9. Acts as liaison with the Information Technology department for the development, maintenance and growth of the HRIS system and related systems that support the operations of the Department.10. Assists with the administration of the Pension Plan, including preparing annual census data, providing employees their specific information on pension benefits, prepares employee pension estimates, prepares benefit package at retirement, issues any required annul notices to employees. 11. Leads health and safety initiatives as well as health and safety compliance. 12. Coordinates and leads labor management meetings as assigned. 13. Completes required reporting for governmental agencies including the EEOC, OSHA, etc. 14. Prepares and monitors the Departmental Budget. 15. Represents the Director when assigned. 16. Other duties as assigned. MINIMUM QUALIFICATIONS: A Bachelor's Degree in Human Resources or Labor Relations or a related degree. Three years’ experience in benefit administration, employee recruitment employee relations or related Human Resources functions. OR An Associates Degree in Human Resources or Labor Relations or a related field and five years’ experience in benefit administration, employee recruitment, employee relations or related Human Resources functions. OR A satisfactory combination of education, training or experience.
