The Fairfax County Park Authority (FCPA) is seeking a Human Resources Manager to be a part of one of the most highly regarded park systems in the country. We are seeking a dynamic, collaborative, and strategic person to lead and implement initiatives that enhance the performance of our organization's human capital. This role requires providing strategic leadership and direction to staff and managers on complex workforce challenges while driving initiatives to foster organizational effectiveness and employee engagement. Reports to the division director for administration with broad directions from the Park Authority’s executive director and deputy directors. Exercises considerable judgment and operates with a high degree of autonomy to troubleshoot and solve complex issues and apply systemic solutions to address human capital business needs. Serves as a trusted advisor to leadership, managers, and employees. Ensures compliance with legal and regulatory requirements while promoting a culture of collaboration and innovation. Provides strategic leadership across all HR functions, ensuring the effective management of workforce planning, recruitment, labor relations, employee relations, classification and compensation, training and development, payroll administration, and safety and risk management. Leads a team of HR professionals, making data driven decisions while offering guidance and professional development to strengthen HR service delivery. By collaborating closely with senior leadership, aligns HR initiatives with the Fairfax County Park Authority's mission and business objectives to drive overall organizational success. A complete list of position duties and unique physical requirements can be found in the position description.) + Manages senior level professional level staff in the execution of complex diversified human resources programs and initiatives; + Leads strategic human resources departmental initiatives related to Human Resources, such as, Workforce Planning, Succession Planning, Compensation Initiatives etc.; + Provides leadership guidance and assistance to senior departmental management on all aspects of human resources issues; + Serves as an expert in the interpretation of Human Resources regulations, resolution of complex issues and consultation for sensitive management and employee issues; + Oversees organizational development and training programs to identify needs, initiate, and respond to requests for organizational assessments and/or interventions designed to improve the efficiency and effectiveness of the agency; + Provides leadership in developing, designing, brokering, and delivering employee development and training programs that support and promote mission, vision, and values, develop leadership and supervisory skills, and support leadership principles and concepts; + Provides advice and counsel to managers and teams on the appropriate use of organizational assessments and how to integrate the results of interventions and/or assessments with County Human Resources policies and practices to improve the organization; + Manages the analysis of Human Resources business processes and makes strategic recommendations for improvement regarding issues affecting the business needs of the agency; + Provides high level Human Resources data analysis, conducts research, and interprets data; + Serves on departmental steering committees that establish best human resources management practices, benchmarking, and consistent human resources guidelines and procedures on a departmental basis. PREFERRED QUALIFICATIONS : + Senior Professional in Human Resources certification (SPHR) or Society for Human Resource Management Senior Certified Professional (SHRM SCP) is highly preferred. + Master’s degree in human resources management, public administration, or business administration. + At least four years’ experience managing a full-service human resources department of high volume and commensurate size and scope to the Park Authority. + Broad experience across multiple human capital management functions including employee relations, training, organizational development and strategic management. + Demonstrated effectiveness, experience and working knowledge of: employment and employee relation laws and industry best practices; aligning business needs with strategic practices; consulting skills across diverse lines of business and operating environments and management/leadership styles. + Experience with collective bargaining + Experience using Microsoft suite software and SAP (Systems, Applications and Products in Data Processing) or similar software.
