Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:A bachelor's degree and two years of professional experience providing consultation and technical assistance to municipal civil service agencies and government officials on merit system issues; evaluating requests from municipal civil service agencies, and State and local government employers for approval by the State Civil Service Commission; and monitoring the performance of municipal civil service agencies in administering the Civil Service Law. Duties Description The Municipal Services Division provides technical advice and assistance to 95 local civil service agencies on the full range of civil service activities as required by Civil Service Law. Division staff also support the Commission in its monitoring of New York City's provisional employee reduction activities, review of local rulemaking proposals, and analysis of section 211 waiver requests. This position will play an important role in working with local civil service agencies throughout New York State as they strive to hire more public servants into key roles in local government.The Human Resources Specialist 1 or Trainee 1 or 2 (Municipal Assistance) duties in the Municipal Services Division will include but are not limited to the following:The Municipal Services Division (MSD) has the lead role for supporting the 95 local civil service agencies in New York (counties, cities, and towns) who are responsible for merit system administration for more than 360,000 local government employees. We are looking to fill two positions to help ensure the continued success of these agencies. A Human Resources Specialist will:• Provide exceptional customer service to local government employees who may need assistance writing job descriptions, developing minimum qualifications for a job in local government or help them determine if a position belongs in the competitive class and needs to be tested through a civil service examination or can be filled by another method.• Review transactions such as voluntary transfers, non-competitive promotions or reinstatements and provide advice and guidance to the local government agency requesting assistance.• Evaluate problems being faced by local civil service agencies and provide them with options to help them resolve their issues.• Get to know all of New York State when visiting local civil service agencies to review their operations and provide training.• Develop their public speaking skills by presenting training programs for local government officials about the civil service system in New York State, both virtually and in-person.• Support the work of the Testing Services Division by answering questions about test administration policies and procedures from local government officials, the general public, and elected officials. • Analyze annual reports submitted by local civil service agencies to identify areas of strength and areas of weakness and in need of technical advice or assistance.• Improve their communication skills by learning to write clearly and concisely with internal and external customers.• Use their organizational and project management skills to help move the Division’s and Department’s modernization projects forward.• Travel by automobile throughout New York State to visit local government agencies and to provide training programs up to 20% of the time.
