Duties Description Under the supervision of a Human Resources Specialist 2 or higher-level Human Resources staff, the Human Resources Specialist 1 will perform general personnel activities. The incumbent will assist in the direction and planning of the Recruitment Program in a large active Personnel Office. Working with Program Managers and Supervisors, duties will include, but are not limited to:• Coordinate recruitment events statewide including job fairs (live and virtual), college career fairs, and professional conferences.• Assist with the organization and delivery of the Department’s internship program.• Assist management to identify staffing needs and strategies to fill positions.• Represent the Department at recruitment events statewide including job fairs (live and virtual), college career fairs, and professional conferences.• Create, maintain, and update recruitment material including internal/external websites, brochures, and videos.• Respond to job vacancy inquiries and assist with employment related questions.• Assist in the management of workforce through appointments, promotions, transfers, reinstatements, and terminations; and developing requests for new positions, reclassifications, reallocations, minimum qualifications for exam planning, earmark releases and special salary treatments, as assigned.• The incumbent selected for this position must possess excellent oral and written communication skills and will be required to establish and maintain working relationships with professional, paraprofessional and support staff.• May supervise lower-level staff.Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
