Summary About the Position: Serve as a Health Care Acquisition Activity headquarters Human Resources Specialist to provide authoritative leadership, guidance and advice in the areas of civilian Human Resources management and administration. Responsibilities Review, research, and analyze new human resources policies, directives, and decisions that affect the organization. Assist in resolving personnel issues requiring considerable interpretation, research, and/or adaptation for application to issues and problems. Responsible for explaining applicable personnel regulations, procedures, and determinations to inquiring employees, candidates and supervisors. Conduct formal and informal civilian personnel related briefings and training. Specialized Experience: One year of specialized experience in the Federal service which includes providing guidance on civilian human resources management and administration; analyzing human resources policies and regulations to determine impact on organization; developing recommendations to solve human resources problems. This definition of specialized experience is typical of work performed at the next lower grade/level, NH 02 (GS-11) position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Human Resources Advice and Operational Support Oral Communication Problem Solving Strategic Workforce Planning Time in Grade Requirement: Time in grade does not apply to Acquisition Demonstration positions. Education Additional Information Relocation Incentives may be authorized if in the best interest of the government.
