Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Human Resources Specialist (Development). You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. This is NOT a remote position. Employee will be required to report to the Bureau of Reclamation office at the duty location below. Duty Location: Lakewood, Colorado Responsibilities GS-12 Major Duties Manages the HR Operations Division's training program by designing, developing, and administering technical in-house training in all functional areas. Advises on the design and execution of supervisor and employee focus groups convened from the organizational initiatives/surveys data collected from the OPM Federal Employee Viewpoint Survey (FEVS). Evaluates training needs and create training plans working with subject matter experts and the Management Team to meet the Division goals and cater to a diverse client base. Supports the planning and evaluation of the training program for effectiveness. Researches, identifies, and recommends instructional or technology solutions. Provides career counseling to employees. Identifies and procures training from external sources and oversees the organizations procurement contracting process. Acts as a contracting officer's representative (COR) for the execution of the training. GS-11 Major Duties Provides guidance and mentoring to non-HR subject matter experts in developing and delivering in person and web-based training. Evaluates HR program area data from a variety of sources and systems to identify issues, spot trends, validate audit findings, and determine corrective actions needed to mitigate risk and potential for future issues. Track the array of recurring requirements to ensure Division and regulatory requirements are met for items such as annual communications / notices to customers and employees, annual training, competency assessments, use of required training frameworks, and others as applicable. Studies and applies evolving trends, developments, and applications in the employee development and learning field, including e-learning. Supports the planning and evaluation of the training program for effectiveness. Researches, identifies, and recommends instructional or technology solutions. Assists with the execution of the focus group developed to analyze the FEVS data. Defines performance standards and metrics for training courses. Provides advice to management regarding the use of human resources programs to promote organizational strategic goals or objectives. Provides career counseling to employees. Identifies and procures small training purchases from external sources and oversee the organizations procurement contracting process. GS-09 Major Duties Conducts training in a variety of training environments using the appropriate instructional methods for delivering the course of instruction. Provides advice on basic training programs policies, regulatory requirements, and procedures. Reviews training analysis deliverables for completeness and adherence to instructional design principles and best practices. Interprets assessment and exercise results to develop recommendations on issues such as long-range training needs, and policy or guidance changes. Recommends enhancements or alternations of training programs or process improvements to gain desired results for workforce requirements. Assists supervisors and employees with the development of Individual Development plans and job-related career development activities. Is responsible for training administration and the learning management system (LMS) including: course announcement, eligibility requirements, registration, course rosters, and inquiry about available training and eligibility requirements. Specialized experience is defined as: To qualify for the GS-12 position, you must posses 1 year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in the federal service. Specialized experience is defined as: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. EDUCATION: All academic degrees and coursework must be from accredited or pre-accredited institutions. Education at the graduate level in an accredited college or university must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify for the GS-09 position, you must have completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. To qualify for the GS-11 position, you must have completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. To qualify for the GS-12 position, you must possess 1 year of specialized experience. This level does not allow substituting education for experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 12/30/2024.
