Summary You will serve as a HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Labor/Employee Relations/Employee Benefits Division of the Fleet Forces, Human Resources Office, of NORFOLK NAVAL SHIPYARD. Responsibilities You will provide support to the Branch Head in the areas of Worker’s Compensation, Performance Management/Awards, Telework, and other Employee Benefit Programs as assigned. You will review, analyze, and interpret injury compensation standards established by Congress and the Department of Labor (DOL) You will prepare briefings and publicity materials to ensure that supervisors and employees are fully and currently informed. You will provide technical guidance and counseling to supervisors and employees regarding the considerations and procedures involved in reporting job related injuries/illnesses and the processing of compensation claims. You will review and evaluate employee performance plans and information justifying employee award nominations. Requirements Conditions of Employment Qualifications GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating investigations with several different internal and external stakeholders. Experience preparing briefs and materials to ensure that supervisors and employees are informed in all aspects of the FECA program. Experience reviewing FECA claim cases to monitor the use of continuation of pay (COP) and to ensure the proper placement of injured workers on the OWCP compensation rolls. Experience advising management on appropriate procedures to develop employee performance plans, conducting appraisal interviews, and submitting and justifying employee award nominations. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating with employees regarding their needs for leave and modified work schedules. Experience applying technical knowledge of the procedures involved in reporting job-related injuries and the processing of Federal Employees' Compensation Act (FECA) claims. Experience responding to benefit inquiries from managers and caregivers regarding plan provisions, benefit enrollments and status changes. Experience utilizing DCPDS to ensure telework positions have been properly identified and telework documentation is completed and updated.
