GS-11: The primary purpose of this position is to serve as a Human Resources Specialist (Human Resource Development) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. This is a developmental position. All training must be completed and regulatory requirements met prior to promotion. Responsibilities Summary Continued: GS-12: The primary purpose of this position is: to serve as functional expert and instructor on personnel processes and Human Resources (HR) systems. Duties, GS-11/GS-12: Plans, develops, executes and evaluates a comprehensive range of training programs for a broad range of HR functions. Plans, develops, conducts and evaluates assigned courses tailored to satisfy continuing or short-term critical needs of user organizations. Advises management on training strategies for implementing new/enhanced personnel systems and applications within AFPC and the AF. Analyzes the training workload involved in the deployment of any new functional application and determines the resources required (i.e., system resources, length of course, number of students, training approach, etc.). Develops student guides and references. Determines the best method to present material and ensures material is directed to the appropriate level and audience. Develops comprehensive guides that provide details on specific work accomplishment in the new system, incorporating functional business processes and procedures. Participates in special projects and initiatives and performs special assignments related to various HR functions and systems. Independently identifies the need for and initiate special projects and studies relevant to training. Functions as project manager identifying resources needed and establishing milestones and goals for project completion. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE (GS-11): Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Applying a theoretical knowledge and practical understanding of federal personnel HR management functions, theories and techniques and the relationship of the various personnel disciplines, and interpret and apply a variety of complex civilian personnel regulations and standards. 2) Assisting in managing and directing the presentation of a course of instruction. 3) Assisting in researching, assembling, and writing educationally sound instructional materials and instructor guides for use in classroom instruction. 4) Assisting in constructing and validating appropriate evaluation instruments to determine level and extent of student learning and achievement, and interpret and apply complex procedural guidelines. 5) Assisting in the instruction specialty materials in various educational and developmental settings. 6) Working effectively and constructively with various groups in accomplishing assigned projects and able to compose and deliver in written and oral presentations. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) (GS-11): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of functional HR principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide Human Resources program administration responsibilities. Knowledge of, and skill in applying, basic principles, practices, laws, and regulations of human resource development sufficient to conduct training needs surveys and analyze the information and data obtained in order to anticipate human resource development and training needs for specific categories of positions that involve fairly well-defined and readily understood duties. Knowledge of the basic principles, practices, and functions of Human Resource program administration to support operations and identify management barriers and/or problems that adversely affect employee career growth opportunities; and advise management on the implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy such obstacles. Knowledge of AF standardized procedures and requirements relate to operating Air Force programs in order to conduct program evaluations, identify problems, and resolve inefficiencies. Ability to utilize a variety of learning methodologies, including technology-based, to provide consultative services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
