HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT)

Responsibilities Serves as the program manager for a comprehensive higher education program in support of workforce development. Analyzes program effectiveness and proposes changes to meet the needs of both program participants and the mission needs of the agency Coordinates a full range of program management duties including project plan development, budget preparation/monitoring, assessment, and marketing such as participation in site education fairs and presentations at All Hands and Information Sessions. Partners with agency leadership, customers, and institutions of higher education to deliver innovative training and development initiatives and maximize educational opportunities and options for the workforce. Conducts needs assessments and analyzes the information obtained in order to anticipate individual or organizational training and development needs relative to the pursuit of higher education. Provides advisory and consulting services to management concerning employee higher education and continuing education opportunities. Revises program policy and procedural information; oversees the agency Competitive Civilian Academic Degree Program and Tuition Assistance Program; reviews and approves training requests. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as applying adult learning theories, principles, and methods to develop or deliver formal employee training and development initiatives or curricula; partnering with customers to identify higher education or development needs; and coordinating resources to ensure successful delivery of training and development program services in a business environment. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education There is no substitution of education for specialized experience at this grade level. Additional Information Moving expenses will be paid.
