HUMAN RESOURCES SPECIALIST (MILITARY)
Summary You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the Navy Casualty Office {PERS-00C) of NAVY PERSONNEL COMMAND. TERM Not To Exceed 3 years **This position maybe converted to permanent career or career conditional appointment without further competition once all requirements are met. ** Responsibilities You will provide customer service, advisory and technical assistance regarding the review, development, and/or improvement of federal laws, regulations, and policies concerning casualty assistance. You will provide customer service, answering phones; responding to emails; providing information, guidance, and assistance as needed. You will provide customer service such to include researching and providing information responding to inquiries from staff, service members, family members, and others. You will review and analyzes laws and provides advice and assistance on regulations, policies, and other guidance pertaining to federal benefits and entitlements payable to survivors. You will develop and deliver guidance, program evaluations, analyses, findings, recommendations, and training to leadership, management officials, supervisors, employees, etc. You will develop briefs and reports; answering inquiries; and other assistance to improve the operational effectiveness and efficiency of casualty operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the 11-grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Reviewing changes to applicable law and senior policy, and generate changes to Navy policy regarding casualty, low-cost term life insurance programs, (e.g., SGLI programs), mortuary affairs, and unification initiatives such as Project Recover, (e.g., POW/MIA identification and recovery); Researching and drafting responses to Congressional inquiries, administrative requests, and actions in response to appropriate official entity, (e.g., Board for Corrections to Naval Records (BCNR)); Developing and/or drafting correspondence pertaining the Casualty Office, (e.g., Navy), operations to include letters, emails, point papers, memorandums, briefing materials, etc… ; AND Review training material and practices for casualty assistance.
