Summary This a National Guard Title 32 Excepted Service Position. This National Guard position is an Indefinite/Permanent (retain tenure) GS-0201-11 HUMAN RESOURCES SPECIALIST (MILITARY) (TITLE 32), Position Description Number D2952000 and is part of the MO Directorate of Human Resources. This is a non-bargaining position. Responsibilities Processes requests and produces transition documents for voluntary retirements, voluntary resignations, involuntary separations, medical retirements and separations, and all other Title 32 AGR transitions from active federal service. Assists in the creation of documents and packets for Title 10 AGR personnel when required and/or requested by NGB. Processes formal requests for voluntary retirement and voluntary resignation. Produces out-processing packets for Soldiers utilizing active-duty transition centers. Communicates with Medical Command (MEDCOM) personnel to assist with transition documents for medically retiring and separating Soldiers. Performs leave audits for transitioning Soldiers to ensure an accurate leave balance is reflected upon separation to prevent excess leave and leave debts. Maintains the Retirement Points Accounting Management (RPAM) Next system for Title 32 AGR Soldiers. Maintains separation related data in various systems to accurately report projected losses. Analyzes Department of Defense (DOD), Department of the Army (DA), National Guard Bureau (NGB), and state policies. Coordinates with various military offices for specialized or technical assistance. Reviews transactions and conducts transaction error resolution to help ensure retiree pay accounts are established on time. Processes retiree requests for changes of address/bank accounts, tax changes, reissue of tax forms, retiree account statements, and establishes/monitors annuitant pay accounts. Maintains records and submits reports as required Reviews, submits, and troubleshoots retirement computations, submitted retirement packets, and appliable pay system issues. Provides individual counseling and assistance to eligible active Army personnel, Retired Soldiers, their dependents, or survivors upon retirement. Administers the Survivor Benefit Plan (SBP) at state level. Assists Soldiers and Family Members in making the SBP selection in accordance with established law. Individually counsels Retired Soldiers on changes to SBP due to qualifying life events or withdrawal from SBP. Interprets policy and provides procedural guidance to commanders, supervisors, staff members and military members. Researches, prepares responses, and maintains action file for all Congressional Inquiries. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air/Army National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - 2LT (O-2) GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of military human resources that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience at the GS 09 grade level or equivalent that provided the ability to apply fundamental human resources management methods, principles, practices and standardized analytical and evaluative methods and techniques to advise on or resolve moderately complex, non-controversial or recurring recruitment and placement, voluntary and involuntary separation actions and various Army retirement actions, AGR Programs and policy issues; ability to advise and assist managers and employees; ability to apply rules and regulations; knowledge and ability to interpret manpower requirements. This experience must also include the ability to make informed judgements and knowledge of the organizational structure of the ARNG. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
