Class Summary
Job Description
This position will collaborate with teammates to ensure the County, as well as the team's assigned departments, are supported in the following HR functions: compensation, performance management, training, employee relations, leave administration, basic employment law, compliance, hiring, and onboarding.
The incumbent must be proficient in organization, time management, prioritization, communication, attention to detail, collaboration, problem-solving, and flexibility.
Essential Duties
+ Providing coaching and feedback to managers and employees
+ Providing policy interpretation and administration
+ Preparing and analyzing salary requests for equity and adherence to policy
+ Receiving and investigating formal complaints and writing reports
+ Reviewing disciplinary action documentation
+ Reviewing and auditing scheduled reports
+ Processing large amounts of deadline-driven employment actions (hire, promotion, demotion, etc.)
+ Administering hiring and onboarding processes to include creating job postings, screening applications, extending job offers, gathering documentation, and entering new hire information
+ Responding to unemployment claims and representing the employer in hearings
+ Organizing public safety departmental promotional testing
+ Reviewing FMLA requests
+ Administering quarterly random CDL and safety sensitive drug and alcohol testing
+ Responding to inquiries via walk-ins, email, telephone, and call center
+ Facilitating seasonal hiring processes for part-time or per diem employees
+ Participating in hiring events (some of which may be after hours or weekends)
Public Speaking Duties
+ Leading and facilitating supervisory training sessions on broad HR topics
+ Speaking during internal and external meetings

HUMAN RESOURCES SPECIALIST
The grade for this position is C41(1). Salary range of $58,649 to $68,180. Salary will be dependent on education and experience.
Minimum Qualifications
+ Associate's degree in human resources, business administration, finance, or a closely related field AND
+ Four years of progressively responsible experience in one or more of the stated specialty areas: compensation, performance management, training, employee relations, leave administration, basic employment law, compliance, hiring, onboarding; OR
+ An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
+ Valid driver's license
HUMAN RESOURCES ASSOCIATE III
The grade for this position is C42(1). Salary range of $63,780 to $74,145. Salary will be dependent on education and experience.
Minimum Qualifications
+ Bachelor's degree in human resources, business administration, finance, or a closely related field AND
+ Three years of specialized HR experience or one year of general human resources experience; OR
+ An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
+ Valid driver's license
Preferred Qualifications in addition to the above minimum qualifications
+ Five years of progressively responsible, well-rounded human resources experience, to include, compensation, performance management, training, employee relations, leave administration, basic employment law, compliance, hiring, and onboarding.

Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
