Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST-TITLE 5, Position Description Number PDT5923000 and is part of the KY JFHQ, National Guard. Responsibilities As a HUMAN RESOURCES SPECIALIST-TITLE 5, GS-0201-13, you will serve as the State's technical advisor and perform the full scope of duties and responsibilities as the Subject-Matter-Expert (SME) for one of the following HR Specialties: HR Development, Employee Benefits, HR Information Systems, , Performance Management and Employee/Labor Relations, Position Classification and Position Management, or Recruitment, Placement, and Compensation. Supervise and manage the planning, operations, and administration of at least four of the following HR Specialties: HR Development, Employee Benefits, HR Information Systems, Performance Management and Employee/Labor Relations, Position Classification and Position Management, or Recruitment, Placement, and Compensation. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Develop performance standards, explain performance expectations to employees and appraise performance. Provide advisory services to management on situations regarding Human Resources services. Oversee, develop, and interpret the HR program activities, policies, instructions, and goals. Responsible for the human resources management of employees under the Federal Wage and General Schedule pay systems. In the absence of the HR Officer or Assistant HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a trial period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. This position is located on a tobacco free facility. Must obtain and maintain a favorable adjudication of a T3 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to successfully complete a supervisory/managerial probationary period. Must attended Supervisor Training: failure to complete Supervisor Training within 12 months of appointment will result in reversion to previous position. Qualifications SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-12) or equivalent experience in the private or public sector that demonstrates the experience of interpreting and implementing Human Resource directives, regulations, policies, merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. Experience conducting research and determining appropriate application of laws, regulations, policy, or other directives related to HR. Experience analyzing and resolving complex HR issues. Experience advising managers and supervisors of HR program flexibilities and recommending appropriate courses of action. Experience training and guiding employees on human resources programs. Experience performing the full scope of duties and responsibilities for one of the following HR Specialties: HR Development Employee Benefits HR Information Systems Performance Management and Employee/Labor Relations Position Classification and Position Management Recruitment, Placement, and Compensation EXPERIENCE REQUIREMENTS: Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment.
