Human Resources Systems Manager

Primary Purpose 

Identifies and develops holistic and integrated approaches to developing and delivering Human Resources programs and services with activities centered around project and process management, compliance, internal audit and compensation. Collaborates across the business on key Human Resources system and governance initiatives ensuring project execution, process management and continuous improvement. Participates in planning and execution for organizational design and position grading (Hay Point Factor Analysis) activities. Works with Human Resources leadership on enterprise programs including but not limited to, the annual Merit Compensation plan, mass pay, annual Salary Structure analyses, etc. The lead for centralized Human Resources governance systems (i.e., policies, standard operating procedures (SOPs), records retention) and services to mitigate risk and support compliance. Provides direction and support to the Human Resources subject matter experts (SME) in compensation and human resources systems. Works across the organization on all matters related to systems, compensation, and governance.

Major Duties & Responsibilities

Project and process management for key Human Resources initiatives including but not limited to, the Oracle HCM platform (Performance, Merit Compensation, Checklists (Journeys), Oracle Recruiting Cloud (ORC), Opportunity Marketplace, Talent Profile, Position Management and Digital Assistant), annual compensation and total rewards programs, policy creation and maintenance, governance (Department of Labor (DOL), Fair Labor Standards Act (FLSA), Family Medical Leave Act (FMLA), Americans with Disabilities Act Amendments Act (ADAAA), etc.), human resources SharePoint and human resources analytics. Human Resources Governance/Policy/Standard Operating Procedures (SOPs)/Records Retention – Develops and presents strategies to optimize internal Human Resources standard operating procedures, policies, and practices. Executes, optimizes, and works to provide continuous improvement in this area. Provides recommendations and updates, maintains, and audits record of activities. Compensation - Maintains and makes recommendations on the organizational design and structure for salaried and hourly professional positions and competitiveness for hourly Operations and Live positions. Presents data to support the compensation philosophy. Creates and maintains accurate and valid position descriptions using the Hay Point Factor Analysis and KF Architect. Completes annual merit plan design, training, and execution. Partners with Accounting to maintain an accurate staffing budget and annual budget process. Research and benchmarks compensation practices to maintain competitive position; uses compensation data to make recommendations and executes upon approval. People Management and Collaboration - Provides overall direction and support to direct report(s) to ensure accountability, alignment with business objectives and drives business results. Consults with others to lead innovative and collaborative business solutions. Drives culture through use of Situational Leadership and Arbinger Outward Mindset principles. Strategy and Analysis – Develops reporting and analysis recommendations to measure program effectiveness, planning and decision making. Uses data to develop short- and long-term objectives.

Qualifications

Bachelor’s degree in human resources or a related field. 10 - 15 years’ progressive Human Resources experience – human resources systems, compensation, regulatory – employment law, Fair Labor Standards Acts (FLSA), Americans with Disabilities Act Amendments Act (ADAAA), Family Medical Leave Act (FMLA), union, etc. Senior Professional in Human Resources (SPHR) and/or Certified Compensation Professional (CCP) certifications preferred. Excellent communication and presentation skills, both verbal and written.  Excellent computer skills, well-versed in the Microsoft Office Suite, strong Excel skills, experience with integrated Human Resources Information System (HRIS), preferably Oracle HCM. Demonstrated project management and problem-solving skills with firm attention to detail. Limited travel required – site visits, vendor visits, corporate headquarters, etc. Overnight travel required. Work schedule is Monday through Friday, occasional weekends and/or night work required.
