The HDP Coordination and Policy Specialist will lead the establishment and implementation of the HDP-Nexus Information Sharing and Coordination (HISC) platform under the South Sudan NGO Forum. The role focuses on fostering collaboration and coordination among humanitarian, development, and peacebuilding (HDP) actors to enhance the impact of interventions in South Sudan.
Key Job Responsibilities:(a) Strategic Leadership and CoordinationLead the development, implementation, and operationalization of the Humanitarian Development Peace-Nexus Information Sharing and Coordination platform.Work in collaboration with NGOs, government bodies, UN agencies and other stakeholders in ensuring appropriate linkages for practical application of the Nexus across strategies, initiatives and programs.Facilitate joint planning sessions to align objectives, strategies, and resources across the HDP nexus.Contribute to building a strong understanding of the political and conflict-sensitive dimension of HDP application to identify the drivers and blockers of change and develop strategies to ensure that project implementation and strategic approaches achieve impact(b) Policy Development and AdvocacyDevelop key definitions, concepts, and criteria tailored to South Sudan's HDP context.Craft position papers representing NGO perspectives on HDP coordination and advocate for integration of HDP efforts in policy-making processes.Provide advice on identifying entry points to achieve a mixture of short-term, medium-term and long-term results which produce tangible improvements to cross-section of interrelated issues at local and national level.Raise awareness and support for HDP approaches among donors, policymakers, and international actors.(c) Capacity Building and Stakeholder EngagementProvide technical guidance and capacity-building workshops for local NGOs, government bodies, and community leaders on integrated HDP planning and implementation.Foster meaningful participation and accountability mechanisms for all stakeholders involved in HDP initiatives.Lead community engagement forums to ensure local knowledge and perspectives inform HDP strategies.(d) Data Management and AnalysisOversee the collection, management, and analysis of HDP-related data to support decision-making.Coordinate the development of a centralized resource center with assessments, thematic analyses, resilience profiles, and research documents.Ensure the creation and dissemination of accessible dashboards and information products for stakeholders.(e) Monitoring, Evaluation, and LearningDevelop and implement shared M&E frameworks to assess the impact of HDP interventions and adjust strategies as necessary.Track and report on progress, highlighting trends, lessons learned, and best practices to improve coordination.Ensure high-quality and timely reporting to donors and other partners.
Qualifications and Experience for the RoleMaster’s degree in International Relations, Development Studies, or a related field.At least 5 years of experience in HDP coordination or policy roles, with a preference for candidates with South Sudan or similar fragile context experience.Strong understanding of HDP nexus principles and their practical application in humanitarian, development, and peace-building settings.Exceptional communication, advocacy, and interpersonal skills.Proven experience in stakeholder engagement, including with international donors, NGOs, and government entities.Advance Computer literature, able to use video software with strong Ms Office package skills.Proven multi-partner management skills, especially to engage at a strategic level with senior government, UN and INGO officials especially in a fragile context or emergency setting.Evidence of high level written and spoken English language abilities.The position requires ability and willingness to travel domestically and internationally up to 20% of the time
