Description of Job About the Work Unit The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions. The EDO includes the following: + The Executive Director and Deputy Executive Director – Oversees strategic direction and operations for the department. + Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, purchasing and contracts, budget, logistics services (fleet, warehousing, material management and fabrication) and property services (property management, leasing, facilities maintenance, construction project management and insurance programs) to support the operations and programs of CDPS divisions. + Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions. + Compliance Office –Manages Departmental Policy, Risk Management, Workers Compensation Program, Workplace Investigations, Internal Auditing, Rulemaking, and ensures compliance with state and federal requirements and the State’s LESO 1033/1122 programs. + Colorado Integrated Criminal Justice Information Systems – develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. This branch receives project requests, plans, develops, and manages Capital Construction projects for all CDPS owned facilities. In coordination with the Property Services Director, the Office of the State Architect (OSA) and CDPS divisions, plans, requests and manages Controlled Maintenance projects for all CDPS owned facilities. CDPB is responsible for the development and maintenance of the CDPS Operational and Facilities Master Plans and develops Facility Program Plans and capital request submissions pursuant to the Statewide Planning Framework process implemented by the OSA. The CDPB, and personnel assigned to this organization, serves as a delegated extension of the Office of the State Architect ensuring CDPS can adequately maintain infrastructure and develop or modernize facilities to meet programmatic requirements while operating under State rules, regulations, processes and fiscal guidelines. The Facilities Maintenance Branch work unit provides for a safe, high-quality physical work environment by maintaining buildings and grounds in compliance with acceptable professional standards. Key Responsibilities HVAC System Maintenance and Repairs Full-operating level facilities HVAC Technician (full journey level class) independently performing duties in all aspects of heating, air conditioning, ventilation, and refrigeration systems responsible for maintaining, repairing and updating our department facilities HVAC systems to ensure operational readiness of the facilities and site conditions which facilitate the mission requirements of the building’s occupants. Specific duties include: + Inspects and examines heating/refrigeration and air-conditioning, air compressors, and all auxiliary equipment to locate defects in operations, disassembles unit and restore to operating condition. + Repairs or replaces condensers, compressors, pumps, valves, motors, bearings, belts and other parts. + Recycles and charges refrigerants as required. Inspects and test refrigeration systems, safety devices, and control for efficiency of operation and compliance with safety practice and regulations. + Troubleshoots and takes corrective action for major malfunction and breakdowns of heating/refrigeration and air-conditioning systems pumps, air handlers, fans ducts, dampers and grills. + Installs, repairs and maintains major heating/refrigeration and air-conditioning units, coils, fans, subsystems and components parts; perform welding and soldering as needed. + Reads and interprets blueprints, schematics, shop drawing and technical manuals. + Repairs and adjusts pneumatic controls, lines and fittings, changes filters and belts, lubricates and oil equipment according to manufacturer's specification and industry standards. + Adheres to a preventive maintenance schedule for air conditioning and refrigeration equipment; troubleshoots malfunctioning systems or equipment. + Cleans coils and other parts, oils fans, changes filters, adjusts air flow and replaces gas or fluid in the system. + Observes operation sequence of refrigeration system and makes necessary adjustments to control level of fluid, pressure, or temperature in the system. + Determines parts and equipment needed for maintenance and repair work and submits job estimates; fabricates, erects, and maintains sheet metal duct work; tests, calibrates, and repairs thermostats. + May prepare requisitions for order parts and supplies as needed; perform related work on all related and auxiliary HVAC systems and components. + Diagnoses malfunctions of mechanical systems and controls and restore to specified operating standards. + Learns and understands state and local laws, ordinances and regulations pertaining to air conditioning, refrigeration, heating and ventilating equipment. + Reads and interprets blueprints, schematics, and specifications. + Follows safe work practices to ensure the safety of themselves and other court staff. + Safely work with the hand tools and testing equipment that are characteristic to the trade. + Works and communicates effectively with contractors, department staff and others in order to perform the duties required of the position. + Maintains record of inspections and work performed. + May be required to assist in facility emergencies after hours (but compensated for time). Inspections and Facility Audits Inspects building systems and facility equipment to determine HVAC requirements for the maintenance and repair needs and costs of proposed projects, upgrades for existing systems. Provides the HVAC review in the performance of facility audits for State Buildings Controlled Maintenance Program assisting the Capital Development and Planning Branch of the Property Services Section. Functioning as a S.M.E. for the Unit, reading blueprints and plans, suggesting courses of work in this field. Advising/Consulting Consults with department programs and staff on HVAC system requirements and needs for construction, renovations or other programmatic needs. Advises on HVAC applications during project development and supports the low-dollar construction or controlled maintenance projects advising the Capital Development and Planning Branch when necessary on low-dollar threshold projects. Assists, as required, with special projects for other CDPS agencies small-construction projects.
