Role Description

Arcadis is seeking a skilled Instrumentation & Controls (I&C) Engineer with a strong background in the municipal water and wastewater industry to join our growing team in Los Angeles, California. In this role, you will work alongside a team of experienced professionals to provide technical and design consulting services. Your focus will be on instrumentation, controls systems, and the associated network and communications infrastructure for municipal water and wastewater conveyance and treatment facilities.

Role Accountabilities

As an I&C Engineer at Arcadis, you will collaborate with various teams to evaluate and design control system solutions that meet the specific needs of our clients. You will be responsible for preparing technical memorandums and developing a variety of design documents such as SCADA system architectures, communications system and network designs, process and instrumentation diagrams (P&IDs), SCADA network diagrams, process control functional narratives, specifications, control schematics, panel layout diagrams, interconnection diagrams, and other I&C-related documentation. You will also work closely with process, mechanical, and electrical engineers assigned to the project to ensure seamless integration of control systems.

In addition to your design work, you will provide engineering services during the construction phase. This includes reviewing equipment and software submittals, responding to contractor requests for information (RFIs), reviewing shop drawings, and conducting field inspections to ensure the work aligns with design specifications. As part of your field duties, you will monitor safety compliance, perform general QA/QC of completed work, and identify any deviations from the design. Your role will also involve participating in factory testing, site acceptance testing, and system startup activities. Occasional travel to client sites and other Arcadis office locations will be required as part of the job.

Minimum requirements

To be successful in this role, you should have a Bachelor’s degree in electrical or controls engineering or a closely related field of study. A minimum of 5 years of experience in I&C, automation, and SCADA system design and implementation in the water/wastewater market is required. You should also be eligible to obtain a Professional Engineer (PE) license within 12 months of joining the team.

Key Skills and Attributes

Key skills and attributes necessary for this position include the ability to self-direct, manage multiple assignments, and meet project deliverables. You should have excellent communication skills, both oral and written, and be able to work effectively within a team environment. Experience applying instrumentation and controls to process and electromechanical equipment, as well as designing and specifying SCADA HMI and PLC hardware/software architectures, is essential. A solid understanding of industrial network design and implementation is also important. Basic knowledge of AutoCAD and Revit, as well as proficiency in Microsoft Office (Word, Excel, MS Project, and Outlook), is required. A valid driver’s license and a clean driving record, with a willingness to travel up to 25%, are also necessary.

Preferred Qualifications

Preferred qualifications for this position include experience with PLC/HMI programming, configuration, and startup, as well as experience in designing communications networks that support SCADA systems, such as radio and cellular networks, fiber optic systems, and leased line implementations. Experience in water/wastewater process control is also a plus.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
