Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

**POSITION SUMMARY:**
Amentum is currently seeking a qualified candidate to serve as an _Advisor to the Police Inspectorate of Kosovo_ in _Pristina, Kosovo_ . This position will be responsible for offering development assistance through a comprehensive and integrated program of advising, mentoring, training, and technical assistance to professionalize the Police Inspectorate of Kosovo (PIK). The advisor will be responsible for helping to develop their capabilities to properly investigate allegations of criminal misconduct, rule infractions, and inspection of procedures and processes for compliance in the Kosovo Police. The Police Inspectorate of Kosovo is an agency within the Ministry of Internal Affairs that is tasked with investigating the Kosovo Police (sworn and civilian) for allegations of criminal acts and for higher ranks, rules infractions and inspection of police processes for compliance. The agency is 18 years old, employs approximately 100 staff, and is positioned to advance good rule of law principles, maintain techniques to address emerging trends, and professionalization of staff.
**JOB DUTIES AND RESPONSIBILITIES:**
+ Closely advising the Chief Executive Officer (CEO) and the Police Inspectorate of Kosovo (PIK) as a whole, assisting in revising strategies for inspecting and investigating the Kosovo Police and developing PIK staff and processes.
+ Assisting the CEO in developing plans that map out effective strategies for increasing the cooperation amongst the departments, divisions, and units in the PIK.
+ Assisting the PIK with developing/revising standard operating procedures, directives, and regulations and an institutional mission that will help in the effective enforcement of the PIK mandate.
+ Providing technical assistance to PIK in policy and procedures development to include inspections, investigations, public outreach, and media.
+ Providing the PIK directors with alternatives to problems, assisting them through the decision-making processes, stressing long-range planning, and guiding them with subordinate development.
+ Institutionalizing development that will have long-term impact and can be replicated and sustained.
+ Assisting in the advancement of a multi-ethnic, gender balanced, community focused agency that acts with integrity, ethics, and strong morales.
+ Promoting the role of the PIK in the development and strengthening of effective rule of law structures and policies in Kosovo, which guarantee freedom, security, and justice for all citizens in Kosovo.
+ Improving institutional capacity regarding the development of new or planned laws, procedures, and regional police frameworks.
+ Improving staff capacity for running operations, training, policy making, vetting, legal drafting and implementation of regulations on human rights, gender, minorities, and equal opportunities.
+ Reviewing current legislation with a view to identifying shortfalls and those areas requiring strengthening.
+ Assisting in the development and drafting of necessary legal regulations to be implemented by the CEO, including internal operating procedures, communication strategies and document handling.
+ Reviewing associated legislation relating to the fight against police criminality through effective oversight and investigation strategies.
+ Liaising with key stakeholders involved in transition and capacity building in the wider justice sector in Kosovo.
**REQUIRED SKILLS AND QUALIFICATIONS:**
+ 8 - 10 years of law enforcement internal affairs and regulatory enforcement experience
+ At minimum 5 years of senior management/command experience with a civilian police force or a federal law enforcement agency
+ Ability to establish and manage programming such as training, roundtables, etc.
+ Clearable: Must be able to obtain and maintain a Secret US Government _._
**DESIRED QUALIFICATIONS:**
+ 5 years of international criminal justice experience
+ Experience as an instructor, trainer or advisor on criminal justice agency development programs to senior management personnel of the foreign country
+ Experience briefing foreign officials, executives at state or federal levels on law enforcement/police issues
+ Kosovo experience in a plus
