ICITAP Gender Advisor- Women, Peace, and Security (WPS)/Global Programs Unit

Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP).  https://www.justice.gov/criminal-icitap.   ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.  **Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum.** **POSITION SUMMARY:** Under the direct supervision of the Assistant Director of Women, Peace, and Security (WPS)/Global Programs Unit, and in close consultation with the Programs Team, the Gender Advisor will be responsible for providing strategic and technical advice to ICITAP leadership, programming staff, and law enforcement advisors, to strengthen the ICITAP’s global mission, with respect to gender equality and gender integration in law enforcement environments. The Advisor will also provide technical support and content expertise on mainstreaming a gender approach into key elements of ICITAP’s planning and programming efforts, specifically for but not limited to the ICITAP WPS/Global Programs Unit. She/he will also work in close collaboration with the ICITAP Headquarters team, programming staff, and other federal interagency partners in ensuring successful interventions of all WPS initiatives, to include the Engaging Multinational Policewomen on Equality & Rights (EMPoWER) program. **JOB DUTIES AND RESPONSIBILITIES:** **Coordination and Knowledge Management:** + Play a consulting role by supporting the WPS unit, and ICITAP operations worldwide in the development and implementation of programs in support of international and national commitments on gender equality and the empowerment of women as outlined in the UN Security Council Women, Peace, and Security Resolutions and derived National Action Plans and gender strategies. + Provide technical advice to ICITAP as required, in the coordination of technical and development assistance to target countries, ensuring development support responds to the needs of women in law enforcement agencies, law enforcement organizations’ needs, and national gender equality priorities. + Coordinating gender equality mainstreaming and women in law enforcement empowerment efforts for the WPS unit and EMPoWER projects and derived activities, to ensure coherence of efforts across programmatic areas. + Coordinate capacity building efforts on gender mainstreaming at all stages of program and project implementation (leading gender assessments, planning meetings, gathering country-specific data from targeted interventions, monitoring program efforts, reporting and evaluating outcomes of technical assistance). + Develop curriculum as needed focused on gender equity and mainstreaming + With the support of the law enforcement advisors and programs teams, facilitate gender integration and gender sensitivity trainings to build and promote internal capabilities of target law enforcement agencies. + Act as resource person in capacity building, knowledge sharing events, inter-agency collaboration meetings, and other relevant activities on gender equality and women’s empowerment for the WPS unit and EMPoWER program. + Ensure knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights within the WPS unit and EMPoWER program and supported partner-countries. + Prepare briefing points for WPS unit and EMPoWER’s program team leadership as requested to support the communication of gender equality results to partners and external audiences. **Strategic advice to the EMPoWER Program on the advancement of Women in Law Enforcement and the promotion of gender equality in supported countries:** + Provide analysis and strategic advice to the programs team on current gender issues and opportunities to support inclusive engagement of women in law enforcement in target countries. + Compile and prepare regular analytical reports on WPS initiatives and EMPoWER’s gender-related efforts in partner-countries. + Lead gender assessments in target countries and identify and advise on potential programming and activities to strengthen national and local law enforcement capacities on gender-related matters. + Assist with monitoring and evaluation efforts of the program for each particular supported country and ensure the WPS unit and EMPoWER program develops detailed logical frameworks for interventions that utilize key accountability tools and processes (e.g. the Gender Score Card, Gender Marker) **REQUIRED SKILLS AND QUALIFICATIONS:** **Education and certification:** + Master’s degree or equivalent in gender, women’s studies, social sciences, international development, international relations, or other development-related fields. **Experience:** + A minimum of 10 years of experience in development, focused on technical assistance and/or programming around gender equality, women’s empowerment, and women’s rights issues. + Experience developing programming in accordance with U.S. Government development guidance, to include the crafting of monitoring and evaluation plans. + Proven ability to lead strategic planning efforts, program development and implementation, and results-based management and reporting + Experience writing analytical documents and reports. + Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds + Experience in coordination with country teams, program partners, and foreign government agencies. + Strong public speaking skills. + Knowledge of methodologies and best practices for promoting gender equality, equity and women empowerment in general + Knowledge of law enforcement dynamics desirable. + Substantive experience in gender equality and women's empowerment issues at the programming level. + Experience with implementing gender mainstreaming trainings across a variety of sectors, including experience gender mainstreaming in foreign governmental bodies and law enforcement agencies. + Familiarity with women's rights organizations and networks in the region and globally. **Language Requirements:** + Fluency in written and spoken English. **Clearable:** + Must be able to obtain and maintain a US Government Public Trust Waiver. Note: US Citizenship is required to obtain a Public Trust Waiver. **DESIRED QUALIFICATIONS:** + Extensive experience as an instructor on the subject matter for which candidates are engaged to teach.
