 Project Summary:

USAID/North Macedonia Partnership Against Corruption (PAC) activity intends to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption and for the government and other anti-corruption entities to take action to address corruption when it occurs. The SCPC has developed an online tool within its Community Portal to monitor Integrity Policy implementation through an annual questionnaire completed by Integrity Officers. With support from the USAID/PAC, the questionnaire was recently updated.

Position Summary:

The ICT Expert will upgrade the online tool, integrate the revised questionnaire, improve data submission processes, and expand the SCPC database to accommodate new data. For this engagement, the assignment is expected to be performed in-person at the SCPC’s premises or remotely during the period from November 2024 until March 2025, with up to 40 days of level of effort.

 

Responsibilities:

Upgrade SCPC’s existing application to include options such as ranking and scoring by sub-categories, generating statistical reports, various formats of data downloading. Develop a customizable dashboard for internal users with filters for user-selected criteria such as gender, ethnicity, age, and disabilities, and data visualization options, segmented by institution type, sector, region, and integrity policy elements. Develop a public dashboard that visualizes SCPC-approved data in a user-friendly format. Develop an option to display questions based on the institution type dynamically. Improve and update the existing Chat Room feature. Enable sending targeted, customizable messages to specific user groups, individual institutions, or groups of selected institutions.   Provide an Implementation Plan, including detailed tasks and a time frame for their realization. Develop the planned technical solutions. Perform functional testing to ensure all features work as expected. Organize User Acceptance Testing and adjust the solution based on feedback. Deploy the solution on the production environment at the SCPC. Implement progress tracking and analytics. Provide post-launch sustainability and maintenance until the end of the contract. Provide training and a manual in Macedonian for SCPC users and a user manual for external users. Deliver the source code over to the institution in question and PAC as well as a final report in English.

Qualifications:

Bachelor’s degree in ICT, engineering, or a related field is required. Master’s degree is preferred. Minimum five years of professional experience in developing software solutions that use Java Spring Boot, ReactJS, and Postgresql is required. Experience working with different stakeholders in North Macedonia, including government institutions and public officials, is required. Experience related to developing software in the field of anticorruption is preferred. Strong problem-solving and communication skills are required.   Ability to work under pressure and meet tight deadlines is required.   Fluency in English and Macedonian is required.
