The work Unit The purpose of the Electronic and Disease Reporting (EDR) Branch is to collect, integrate, and use communicable disease and environmental health information to benefit public health. The Division of Disease Control and Public Health Response (DCPHR), and the EDR Branch, operate on the belief that all people-- no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability or geographic location -- should have the opportunity to live healthy lives. Within EDR, the Integrated Disease Reporting Program (IDRP) receives and processes timely, high quality case report information from providers, laboratories and electronic health records for the many and varied reportable conditions as designated by Colorado Revised Statutes and Board of Health Rules and Regulations to support surveillance projects across the Division. The program’s goal is to ensure efficient and confidential methods to obtain complete and accurate data that can be used to facilitate public health actions. The Position This position receives and independently processes reports from providers, infection perfectionists (IPs), and laboratories for the many and varied reportable conditions as designated by Colorado Revised Statutes and Board of Health Rules and Regulations. Using knowledge of reportable conditions and the integrated disease surveillance systems, this position assesses reports for appropriateness and completeness, analyzes and processes incoming electronic messages, uses discretion when adapting existing procedures to ensure efficient and accurate disease report processing, and identifies solutions to improve data quality in collaboration with other teams. This position ensures quality and timeliness of confidential medical information by inputting data and generating data quality reports, identifying cases which need immediate attention, and informing professional staff of rare events and/or changes in volume of reportable cases. Using guidelines and regulations, this position conveys information, explains requirements, interprets regulations, and obtains specific information. The position identifies barriers to reporting and analyzes issues to resolve most problems independently. This position provides EMSA expertise to DCPHR and other staff in interpreting HL7 mappings and analyzing the impact of decisions made when applying rules across conditions. What you will be doing: Electronic Disease Report Mapping and Processing + Anticipate downstream effects of decisions made when mapping within the electronic disease surveillance system. + Analyze incoming reports and develop/document processes for handling different types of queues, exceptions, and errors. + Independently tailor mappings for incoming errors and exceptions from different laboratories and to meet different condition reporting needs and know when to elevate to a supervisor or SME for input. + Provide education to SMEs about EMSAs capabilities and limitations when developing protocols for electronic processing of incoming ELRs. Be able to explain the decisions and reasoning behind how diagnoses and conditions have been mapped in EMSA. + Analyze existing mappings to identify set up errors and fix identified errors systematically. + Follow department and division procedures for maintaining confidentiality of disease reports. Non-Electronic Disease Reporting and Processing + Providing disease reporting guidance to reporting providers and laboratories. + Receive and process disease reports received via electronic means, eFAX, mail, email and by phone. + Navigate and use all components of the integrated disease surveillance system. + Notify SME’s as required for certain reportable conditions. + Utilize available resources to maintain high quality disease reports. + Independently review existing processes and procedures as new situations arise and use discretion to provide input to improve existing guidance. + Follow department and division procedures for maintaining confidentiality of disease reports. + Review incoming reports in order to identify duplicates, cases for entry, updates to existing records and process reports of notifiable conditions into the integrated disease reporting system according to protocols. + Inform external stakeholders of the minimum disease surveillance reporting requirements and provide technical assistance as needed. + Customer Support and Data Quality + Serve as a resource and provides expertise to SME’s (including epidemiologists, Reportal users, eCR staff and more) regarding EMSA set up, functionality, limitations, and providing guidance. + Routinely analyze case reports for data quality and assurance. + Collaborate with team members, program staff and stakeholders to ensure incoming reports are timely, accurate, and meet the needs of the department’s surveillance activities. + Identify, track, and communicate resolution of identified data issues and modifications needed to meet changing reporting needs + Search electronic databases and/or contact physicians, laboratories, and hospital infection preventionists to obtain additional information to ensure reports are complete and accurate + Evaluate incoming data for accuracy, formatting and completeness and notifies the appropriate team for follow up. + Evaluate and respond to telephone calls from laboratories, providers, and other professionals to determine the level of need and the appropriate person/program to address the issue to ensure effective exchange of information. + Continually evaluates the efficiency of the integrated disease surveillance system and troubleshoots clients concerns or issues with the program + Verify core data fields are complete for annual data reconciliation. User Access Management + Receive, review, record, provision, and update user access for various systems in collaboration with internal and external partners (e.g. local public health staff and electronic medical record providers). + Utilize established procedures for providing user access and use judgment to determine if access is appropriate when requests are not outlined in the standardized process. + Maintain an accurate and complete list of active and disabled users. + Conduct routine review of user access to ensure deactivations occur in a timely manner.
