The primary purpose of this position is to serve as an independent production planner or leader within the Depot Repair Enhancement Program (DREP) Exchangeable Production Support Center (ESPC); performing complex and comprehensive studies in the repair, overhaul, manufacture, and modification of components for a commodities production branch. Responsibilities 1.Accomplishes initial planning functions to include production planning, manufacture planning, and methods improvements. 2. Develops/revises standards to include the following tasks: develops labor, material, equipment, and facility standards for shop workloads. 3. Develops and File Maintains the Bill of Materials (BOM) for all workloads. 4. Supports the Planning Chief, Exchangeable Production Support Chief, and Fixer in production meetings and assists in identifying significant planning issues. 5. Provides technical guidance and coordination on unusual technical problems encountered during the production cycle. 6. Coordinates with the responsible production shop manager on determining the level and location of tracking points in tbc Inventory Tracking System (ITS). 7.Complies with and assists In implementing Command Standard business practices, policies & procedures. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include: Experience that involved work measurement, simplification, and standardization. Methods analysis and improvement. Analysis and design of work center facilities and equipment. Planning and control of industrial operations. OR: Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. NOTE: You must submit a copy of transcripts. OR: Combination of experience and education: A combination of education and experience may be used to qualify for this position. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-05 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-04, or equivalent in other pay systems defined as work involving the performance of specific, routine operations that include a few separate tasks or procedures. OR EDUCATION: Successful completion of 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in engineering, technology, industrial management, industrial relations, public or business administration, mathematics, statistics, physical science, psychology, or vocational education. Transcripts required at application. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience. GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems involving conditions and elements that must be identified and analyzed to discern interrelationships. OR EDUCATION: Successful completion of one full year of graduate education that is directly related to the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems various duties involving different and unrelated processes and methods; deciding what needs to be done depends upon the analysis of the subject, phase, or issues involved in each assignment, and the chosen course of action. OR EDUCATION: Successful completion of two full years of graduate education that is directly related to the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems researching , planning, and initiating job acceptance for programmed and non-programmed workloads. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level is required to meet the time-in-grade requirements for the GS-05 level. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of product ion material requirements, work sequences, machinery and manpower requirements for industrial operations. 2. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, engineered time standards, MTM. layout designs and cost analysis 3. Knowledge of mechanics, construction, maintenance and repair facility work processes and methods. 4. Knowledge or safety and occupational health requirements as outlined in applicable standards, regulations or technical orders. 5. Understands the requirements for PONs, PCN's, FCRN's and the processing of the JON Closeout. 6. Ability to communicate orally and in writing. 7. Ability to apply lean, safety, security, and health principles, practices, and procedures and lo understand and apply internal management procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. This position is a developmental (GS-05 Target GS-11) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-05). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade.
