Summary About the Position: This position is with the United States Army Reserve Command, Office of the Deputy Commanding General, Safety located at Fort Liberty, North Carolina. Responsibilities Serve as the United States Army Reserve Command (USARC) Industrial Hygiene Program Manager in the Safety and Occupational Health Office. Manage a comprehensive program to control occupational health and industrial hygiene hazards, to minimize illnesses, disabilities, operational inefficiencies, and public claims. Provide training designed to inform the staff of occupational and industrial health aspects associated with job processes, and the application of legislation and regulations. Provide support to the office, Headquarters Senior Leaders, Community of Practice leaders and subordinate commands within the United States Army Reserve on Industrial Hygiene and Occupational Health related activities. Develop organizational policy utilizing statutory provisions of Occupational Safety and Health (OSH) and regulatory provisions of Department of Army adapting them to the mission and facilities. Research literature, trends and patterns, and coordinates with related Department of Labor (DOL) Department of Defense (DOD) and Department of Army associates on developments in Occupational Health standards and Industrial Hygiene techniques. Conduct site assessments, in coordination with Army Reserve Installation Management Directorate (ARIMD), of potential health hazard exposures and aspects of environmental restoration. Provide guidance to the Command and subordinate units on health standards and criteria and ensure appropriate consideration is given to occupational health issues in plans and programs for development of facilities, equipment, and procedures. Basic Requirement for Industrial Hygienist: Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. OR Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. OR Certification from the American Board of Industrial Hygiene (ABIH). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Managing industrial hygiene or occupational health program elements; 2) Applying industrial hygiene and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with industrial hygiene and occupational health requirements; 3) Identifying accident trends and developing or recommending countermeasures; 4) Developing industrial hygiene and occupational health standards, regulations, practices, or procedures to eliminate or control potential hazards; 5) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established industrial hygiene and occupational health policies or standards and to identify potential new hazards; and 6) Training of workers, supervisors, managers, or other safety and occupational health personnel in industrial hygiene or occupational health subjects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for specialized experience is permitted.
