Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Medical Group (MG), East Granby, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Area 3: Individuals eligible for membership in the CTANG. Membership must be satisfied within four (4) months of selection. Responsibilities This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The purpose of this position is to provide a professional Industrial Hygienist to plan, schedule, execute, manage, and administer the installation-wide Industrial Hygiene/Bioenvironmental Engineering Program (IH/BEE), which includes occupational health/industrial hygiene, radiation safety, and environmental monitoring to maintain and promote the health and well-being of military and technician personnel. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to: As an Industrial Hygienist, ensures statutory and regulatory compliance with applicable Occupational Safety and Health Administration (OSHA) and Air Force Occupational Safety and health (AFOSH) directives and regulations. Manages and assesses installation environmental sampling, analysis and monitoring requirements, and performs ambient, source and substance tests and monitoring. Serves as the Base Radiation Safety Officer for Radio-Frequency radiation, ionizing radiation, and laser radiation. Reviews and provides input to the installation Environmental Engineer regarding federal and state environmental permit applications. Acts as the technical expert and advisor to Wing leadership on all issues pertaining to the above directives. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: A degree in industrial hygiene; or a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. Courses in the history or teaching of chemistry are not acceptable. -OR- A combination of education and experience; at least 12 semester hours of course work in chemistry, including organic chemistry, and 18 additional semester hours as specified above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following: Experience equivalent to a GS-10. Experience obtained in field, laboratory, engineering, or other environment if the work provided a means of obtaining a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls. Experience which involved work in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses. Experience which involved the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and skills applicable to performance of a wide range of industrial hygiene duties, including survey, detection, evaluation, and sampling/testing techniques and related control measures for a variety of potential workplace-related health hazards. Knowledge of OSHA, AFOSH, EPA, and other federal laws and related programs, and of DoD, USAF, and ANG regulations, policies and procedures related to industrial hygiene, occupational health, and bioenvironmental engineering. Knowledge of a broad range of administrative and managerial principles/ procedures, conventional methods, and techniques sufficient to independently plan, implement, evaluate, and manage the assigned ANG IH/BEE program. Knowledge of technical installation work processes/operations and equipment relative to their effect on the health and efficiency of employees working in machine shops, warehouses, on aircraft parking areas, and in adjacent office areas, etc. Knowledge of and ability to isolate and identify a variety of chemical agents (i.e., liquids, duets, fumes, vapors, gases, etc.); physical agents (i.e., noise, temperature, pressure, and radiation); biological agents (i.e., fungi, bacteria, and viruses); and ergonomic factors, involving body positions and repetitious motion, etc. Knowledge required to direct or recommend alternative controls, approaches, and/or protective devices relative to the prevention or correction of harmful exposures and/or hazardous findings. Knowledge of USAF/ATSDR activities and requirements in order to act as the local point of contact and program coordinator. Knowledge and skills sufficient to communicate effectively and educate employees, supervisors, and managers; ability to interact effectively with other health specialists and officials and to properly prepare related correspondence and associated reports. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
