Industrial Property Clearance Specialist

Responsibilities Serves as the appointed Plant Clearance Officer with full authority to direct assigned contractors in all matter relating to plant clearance and has final signature authority on all actions relating to the disposition of Government-owned property. Responsible for appropriate and effective disposition of contractor inventory which includes highly specialized items for which there is little or no commercial application. Accepts/rejects inventory schedules, performs physical verification of property, determines method of disposal, accounts or all contractor inventory and verifies application of proceeds. Responsible for examination, review and approval of contractor conducted sales to include accumulation and segregation of scrap and evaluating bids, approving sales awards and ensuring the proper crediting of proceeds. Has final authority for sale of contractor inventory including items unusually difficult to market, located at contractor facilities which are remote from the supervisor. Provides advice to contacting officers, other specialists, contractors, and representatives of other departments/agencies on matters related to plant clearance. Requirements Conditions of Employment Qualifications To qualify for an Industrial Property Clearance Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interpreting and applying plant clearance policies, procedures and techniques. Providing advice and assistance to contractors on the disposition of industrial contract property. Reviewing contracts for special disposal provisions. Providing assistance in all facets of property disposition. Assisting with final accounting of inventory reported in excess by contractors. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Financial Disclosure Required Obligated Position: This is an obligated position and occupancy is subject to the return of former incumbent. If former incumbent fails to return to the position, occupancy may become permanent. For current permanent DCMA employees eligible as a Promotion, this position will be filled as a Temporary Promotion NTE one year and may be extended up to a total of five years or converted to a permanent promotion without further competition. For current permanent DCMA employees eligible as a Reassignment, this position will be filled as a Reassignment or Detail and you may be granted Administrative Return Rights to your previous position. For all others, if selected, this would be a Temporary/Time- Limited Appointment NTE one year, and extended in increments of up to one year, NTE a total of three years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment and that they may be released from this position upon management discretion. Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition Contracting, Foundational certification within required timeframes.
