Industrial Property Management Specialist

Responsibilities Provide technical advice, guidance, assistance, and training to Property Administrators, Contracting Officers, and other Government entities on a variety of complex property administration functions. Serve as the Performance Improvement Officer (PIO) for metrics pertaining to property administration and performance commitments that have high visibility within DCMA, Buying Command customers, and throughout the Department of Defense. Handle property administration support requests/reported issues from Department of Defense Entities, GCPG Leadership, DCMA HQ, Centers, and CMOs. Review, interpret, and provide advice on reports and internal agency audits and other types of inquiries concerning property administration matters from Congress, Defense Contract Audit Agency, OSD, Inspector General, and General Accounting Office. Participate in and provide required data output and support to statement of standards for attestation (SSAE) testing. Analyze results, comments, and recommendations contained in reports from internal and external oversight, review groups, and applicable SSAE testing. Review and evaluate documentation of property management system analyses and property loss determinations to determine the effectiveness of the methodology, compliance with regulations and agency policies, and implementation across the GCPG. As assigned by the GCPC Leadership, draft guidebooks, procedures, directives, etc. for the approval of the GCPG leadership providing guidance, direction, and policy relating to all aspects of property administration. Requirements Conditions of Employment Qualifications To qualify for an Industrial Property Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Using agency automated systems related to contract management operations (such as MOCAS, CPAS/CPAM, PDREP, or Property Loss/Property Loss Capability in PIEE), to assist in the development of system improvements or new requirements; Interpreting contract clauses, contract requirements, or contract delegations relative to the administration of contract Government property; Recommending new policies and procedures for resolutions related to contractor property management; Providing technical advice to coworkers on work products such as Audit Reports and Business System Analysis Summaries and analytical skills necessary to interpret and evaluate a variety of broad or complex issues relating to property administration. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
