Job Description

The Associate Industrial Security Manager will direct the development and administration of the Enterprise Shared Service Team created to lead various Security support functions across the corporation. This department interacts with Security teams at a local and corporate level as well as being a customer and employee facing centralized service for numerous compliance and support functions. These functions are critical to the Security program supporting the National Industrial Security Program (32 CFR Part 117, NISPOM), as well as other government and corporate mandates and directives such as the Special Security Agreement (SSA and visitation policy compliance.)

Responsibilities & Tasks:

Manage the DISS and NBIS tools for verifying and maintaining DoD Personnel Security Clearances of all ESA personnel and consultants who require access to classified materialSupport employees with the initiation and tracking of security clearances via eAPPOversees briefings and debriefings issued to employees granted a security clearance or leaving the company, and maintain required supporting documentationUtilize DISS to report and track external classified visit requestsManage the foreign travel reporting process for cleared employees to include entries into DISS and travel debriefings as necessaryInitiate and track international classified visit requests with DCSA International BranchInteract with Global Guardian service provider for foreign and domestic company travel activity as POC for security issues. Utilize Global Guardian portal to assist in the tracking and support of travel activityCoordinate and manage the SSA Visit Request (VR) and Contact Report process by interacting with the Government Security Committee (GSC), Trade Compliance, FSOs, and employees to ensure compliance with the SSA VR Corporate DirectiveSupport the development of metrics concerning personal security clearances and SSA Visit Requests data in preparation for reports provided to the Government Security Committee (GSC) on a quarterly basis or as neededCoordinate with Human Resources as needed to support job duties such as employee termination and leave of absence trackingProcess and maintain B1 Visa sponsorship letters and be the primary point of contact interacting with ESL Security counterpartProcess all request for Foreign Government Representative visitors and ensure compliance policy is properly followed with appropriate reviews and approvalsSupport New Hire Orientation process to ensure consistent information is provided from each Elbit America site and maintain updates to training to include possible audio/video integration capabilities to ensure consistent messagingWork with DLP tools in place to help review email communications between ESA and ESL employees for SSA and FOCI compliance concernsUtilize the SIMS database tool, to include the Personnel module and facilities module, to support job duties. Manage ongoing backend configuration and use of forms/reporting tools to ensure consistent utilization across the cleared Elbit America facilitiesUtilize the Ontic Security Platform to assist in monitoring and prioritizing social media activity, investigation support, and development of metricsAssist the FSOs and local Security teams in any other areas of security required for compliance with the NISPOM to include routine self-inspections, annual DCSA Security Reviews, HR coordination, and administering the procedures established for classified visitsSupport, as needed, potential investigations involving fraud, theft, sabotage, espionage, subversive activities, insider threat, or employee misconductSupport potential questions concerning contractual issues to ensure that proper security guidance is provided as it relates to functions provided by the Enterprise Shared Services teamProvide recommendations to the Security team for improving efficiency, customer service, and incorporating automation to include the use of online forms and automated workflowsAbility to analyze large amounts of data to provide summary of findings or ability to pull out and develop useful metricsSupport development or review of security related process and proceduresOther related duties as assigned by CSO or DCSO

Qualifications

Ideal Candidate:

In addition to a candidate that might potentially already support a Security Shared Services role in a large organization this role is ideal for an Assistant Facility Security Officer (AFSO), or newer Facility Security Officer (FSO), aiming to expand their responsibilities on an enterprise-wide scale supporting security services for multiple facilities with some travel included. The candidate should excel in managing security clearances (DISS/NBIS), IT-related security tasks on various security tools, databases, and have a strong technological background that can pick up computer related tasks quickly. This person will also possess strong leadership skills to effectively oversee a team of two Industrial Security Specialists. This position offers the chance to play a key role in shaping the security landscape across the entire organization.

Minimum Qualifications:

Ability to obtain a Department of Defense security clearance at the Secret levelProficient using standard DoD databases and tools, including NISS, DISS, NBIS, and eAPPHigh technical proficiency using and creating various database tools, online forms, and associated workflowsProficient working with Excel and other Microsoft Office tools

Education: Bachelor's Degree (5-10 years’ experience may substitute)

Training Pre-requisites (Preferred):

CDSE FSO Program Management for Possessing Facilities (IS030.CU)Insider Threat Awareness (INT101.16)Introduction to Personnel Security (PS113.16)

Certifications/Licenses:
