Summary This position is in Telecommunications and Analysis Division (TAD), Office of International Affairs (OIA), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. Responsibilities The incumbent is responsible for, among other things, analyzing and assessing the substance of applications filed in the Division, including reviewing the section 214 applications, submarine cable, or other applications. The incumbent assesses, for example, the reportable foreign ownership interest in such applications with varying levels of complexity for compliance with FCC rules and policies. The incumbent also serves as the International Communications Filing System {ICFS) expert in the Division, preparing and releasing Public Notices and other documents in ICFS, granting or denying applications, and is the point of contact and technical liaison with the system owner in the Space Bureau. The incumbent may also or assist in reviewing submarine cable circuit capacity data that is filed annually, prepare reports, and work on other projects related to sections 214 and 310 of the Act and the Cable Landing Act. As the Division's sole Industry Analyst, performs in-depth review and analysis of complex technical application information for authority to construct, modify or supplement telecommunications facilities and services, as regulated by sections 214 and 310 of the Act and the Cable Landing Act. Independently reviews complex, technical and other information contained in applications and supporting documentation to determine if the proposed facilities satisfy Commission rules and policies. Responsible for researching, analyzing and assessing the substance of FCC applications with varying levels of complexity for compliance with FCC rules and policies. Independently: (a) conducts research and analysis to determine if an applicant has foreign ownership interests, and/or assesses if applications and petitions require coordination with other FCC Bureaus/Offices and other U.S. government agencies pursuant to applicable rules or practices. Liaises, communicates and coordinates FCC applications with reportable foreign ownership with the relevant Executive Branch agencies for input on national security, law enforcement, foreign policy and trade policy concerns, and communicates with the applicant on matters of concern. Tracks and monitors applications that are referred to the Executive Branch agencies. Interprets sections 214 and 310 of the Act and the Cable Landing Act, FCC rules, regulations, precedents, and standards and renders guidance as required in the review and assessment of applications, petitions, and requests. Reviews and analyzes comments and inquiries on diverse and complex issues, which may require substantial research of laws, rules, regulations, industry practices, and other policy documents and/or consultation with senior Division management to provide comprehensive responses. Makes authoritative determinations and recommendations on whether to process applications under streamlined or non-streamlined procedures. Provides advice and guidance to applicants, applicant's counsel, prospective applicants, licensees, and other interested parties concerning filings with the FCC: (a) when the information in the filing is inadequate or insufficient in one or more aspects; (b) to explain the nature of the deficiency and request additional information or amendments; (c) to confer with and render technical advice to applicants; and (d) to instruct or assist applicants in filing applications electronically. Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. Specialized Experience GS-11 In order to be deemed as qualified, candidates must meet the Educational Requirements (A) OR Specialized Experience requirements (B) OR a combination of both education and experience (C). A. Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR B. Specialized Experience In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: 1. Experience processing applications for compliance with federal statutes and its implementing rules. 2. Experience drafting, finalizing, and releasing Public Notices, Orders, and other documents for public release and distribution. 3. Experience maintaining databases to manage, organize, and track applications or other projects. 4. Experience making initial determinations on applications or projects and making recommendations on whether or not to allow the application or project to proceed. OR C. A combination of both education and experience. GS-12 In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: 1. Experience processing applications for compliance with federal statutes and its implementing rules. 2. Experience drafting, finalizing, and releasing Public Notices, Orders, and other documents for public release and distribution. 3. Experience maintaining databases to manage, organize, and track applications or other projects. 4. Experience making initial determinations on applications or projects and making recommendations on whether or not to allow the application or project to proceed. 5. Experience conducting in-depth quality reviews of complex, technical applications, or other projects. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Comprehensive knowledge and experience researching and assessing applications, petitions, or other requests for compliance with federal statutes and its implementing rules, such as the Communications Act of 1934, as amended, other federal decisions, procedures, policies, and/or court precedents. Knowledge and skill in applying analytical and evaluative methods and techniques to perform assignments and resolve issues; reviewing, analyzing, and assessing applications, petitions, or other requests for compliance with federal statutes and rules. Highly developed technical knowledge of: (a) information technology products such as web-based communication tools and processes (e.g., browsers, data storage, data mining, etc.) to assess current requirements for compatibility with ongoing knowledge management strategies; and (b) agency information technology systems, computer applications and online databases. Skill in oral and written communication sufficient to: (a) prepare and present findings and recommendations; (b) explain processes and procedures; and (c) prepare letters, memoranda, briefing presentations, training materials, forms, and narrative reports in a clear and concise manner. Knowledge of research techniques and procedures to uncover foreign ownership interests or investigate vague, misleading and complicated application language; understand and summarize complicated ownership structures; and gather clear-cut information to make rational decisions on granting or dismissing license applications.
