This position will be part of the Enterprise Security team, which embeds security protection statewide. The Infrastructure Security Engineer (ISE) position for Minnesota IT Services (MNIT) will provide expert technical direction, complex problem resolution and leadership in the design and implementation of information security solutions regarding infrastructure. This position is a hands-on technical leadership position. This position has a critical role in the determination and creation of ever-changing security defense mechanisms in place at Bureau of Criminal Apprehension. The ISE is responsible for implementation of security solutions within the Criminal Justice Data Communications Network, as well as performing security monitoring, reporting, and auditing functions. Responsibilities will include the following areas: + Architecting and implementing network solutions to align with organizational security requirements. + Implement and maintain network security measures such as intrusion detection systems, VPN’s and firewalls. + Ensure network configurations and operations comply with industry standards and frameworks such as CJIS and NIST. + Systems and network security monitoring, reporting, assessment and analysis, and auditing. + Participate in planning, development, implementation and updating information system security policies, guidelines, and technical standards. + Ensure state's information assets are protected from unauthorized access, manipulation, use or destruction, and ensure availability of the infrastructure systems. + Analysis and implementation of systems and network security solutions. + Support of new security product enhancements and additions. + Relationship management and consultation with other business units on security matters. + Systems and network interruption planning. + Lead training on and communication of security policies and procedures to ensure all users are knowledgeable and in compliance with policies and procedures. **This position requires an employee to be onsite at the work location two (2) days per week.** + Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependenciesin St. Paul, Minnesota. + Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible. **Minimum Qualifications** **Candidates must clearly demonstrate all of the following qualifications in their resume.** Resume tips here. (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) **:** Position requires a minimum of five (5) years of technical experience in an infrastructure focused information security role that includes: Providing leadership in implementing, and updating information system security policies, guidelines and technical standards. + Proven hands-on experience with Infrastructure architecture and design in physical and cloud environments. + Providing leadership and guidance and governance to multiple teams working with ensuring the security of Microsoft, Unix/Linux, internet applications/systems and hardware to secure these systems (i.e. firewalls, virtual private networks, encryption, digital certificates, and their relationship to data security). + Working in a highly regulated, large and heterogeneous environment with the ability to articulate security controls, measures and recommendations to a leadership team. + Proven experience training end users on how to use enterprise software. + Proven experience and leadership working across diverse business lines to resource and monitor remediation efforts to ensure compliance policies and standards or regulations. + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving. A master’s degree in Information Technology or a related field substitutes for three (3) years of experience, OR a related bachelor’s degree substitutes for two (2) years, OR a related associate’s degree substitutes for one (1) year. **Preferred Qualifications** + Certifications: CISSP or other relevant information security certification. + Wireless and wireless mobile environments including WLAN, WEP, WPA and encryption. + Vulnerability Management systems and remediation strategies using various tools such as NetBrain, FireMon, Nessus Tenable, Acuentix, SolarWinds, and CrowdStrike. + Ability to communicate complex security requirements and solutions to both technical and non-technical internal and external customers, agency staff, vendors, and other governmental agencies. + Ability to prepare and conduct presentations and training classes on computer security policies, procedures, and guidelines, requirements, and system solutions. + Negotiation and consensus building skills. + Leadership and project management skills to oversee multiple projects of varying size and scope simultaneously. + Strong communication skills sufficient to clearly communicate highly technical concepts, and to introduce new technological tools or methods. **Additional Requirements** It is the policy of Minnesota IT Services that a successful candidate must pass all legally required checks prior to employment which may consist of the following: + SEMA4 Records Check (applies to current and past state employees only) + Criminal History Check + Reference Check + Social Security and Address Verification + Education Verification + CJIS Background Check + Other legally required checks **Minnesota IT Services does not participate in E-Verify.
