Information Systems Manager
Summary Employee will be assigned to the Health Services Research & Development Service (HSR&D), VA Medical Center, Durham, NC, providing support for this VA research center. The employee will be responsible for designing and implementing workflows to provision the service with optimal network infrastructure, software/hardware inventory control, service request processes, and research information technology (IT) budgets to ensure the data integrity of research processes at the center. Responsibilities ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Serves as liaison between the facility's Office of Information Technology (OIT) and the Health Services Research and Development (HSR&D) service line. Represents the unique needs and interests of VA-funded clinical researchers to OIT by working as an advocate and collaborative partner with OIT staff to ensure seamless delivery of information systems to the HSR&D service line. Participates on local and national calls of interest related to Information Systems infrastructure and change/development, and integration. Provides expert consultation to Service Line leadership regarding Information Systems infrastructure needs and proactively identifies ways to improve efficiency, cost savings, customer service, and usability. Creates internal manuals and guidance documents regarding internal processes for managing Information Systems related processes and troubleshooting of issues. Analyzes new or proposed legislation and/or agency regulations related to data security, records management, software-use, and other Information Systems-related topics to determine impact on Information Systems infrastructure and future use. Researches and investigates new or improved Information Systems business and management practices/tools such as web-based communication platforms, encryption, data integration, big data storage, and other innovations and advises service-line leaders and clinical researchers regarding the potential for incorporating new technologies. Reviews regulatory and administrative audits to determine if appropriate changes or corrective actions are required for area of responsibility. Provides technical consultation for research proposals submitted for technical review and commentary. Collaborates with researchers as requested to provide guidance regarding software, server space, and equipment needs. Facilitates the completion of complex OIT folder, software, database, and other requests within the OIT landscape and with the research and development user client in accordance with OIT and VA policy and procedures. Develops and deploys service-line level processes and standard operating procedures (SOPs) to manage a large volume of OIT requests to ensure streamlined workflow. Performs quality assurance activities within the service data management infrastructure to troubleshoot and resolve problems, ensure security and integrity, optimize content and structure, and ensure compliance with national and local procedures. Develops processes and procedures to manage inventory of Information Systems equipment and software licenses including responsibilities for tracking, managing, and maintaining software license renewals across the whole service line. Interacts with various research study Principal Investigators, study staff, and operations staff to develop comprehensive IT budgets including specialized software and hardware needs for the centers. Performs other related duties as assigned. Work Schedule: Monday - Friday, 8:00am - 4:30pm. SPECIALIZED EXPERIENCE: In addition to meeting the above, applicants must also possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience may include: providing consultation regarding development and deployment of software and hardware; researching/investigating new or improved information systems business and management practices/tools; testing, implementing, and providing support for SharePoint products; analyzing and measuring the effectiveness and efficiency of administrative and technical aspects of a research information technology (IT) program; knowledge of secure folders and database structures; and assisting in development of IT budget preparation. Typically, the employee may sit comfortably to perform portions of the work.
