Information Systems Security Manager
Position Summary:

The Information Systems Security Manager (ISSM) is responsible for the authorization, administration, and maintenance of classified information systems (IS) and networks at various clearance levels. Responsibilities include:
• Ensure ISs are properly authorized and meeting confidentiality, integrity, and availability requirements established by the government
• Enforce security policies and safeguards pertaining to the IS
• Assist with the design and implementation of contractor and government managed classified networks
• Conduct periodic reviews of ISs to ensure consistency with the authorization package
• Provide training and support to IS users
• Perform required configuration, audits, backups, and other maintenance and monitoring actions
• Draft System Security Plans (SSPs), Plans of Action & Milestones (POA&Ms), and Security Control Traceability Matrixes (SCTMs), as required
• Identify system vulnerabilities and develop appropriate countermeasures
• Maintain documentation of security requirements, procedures, standards, and controls
• Perform spill mitigation and provide reports
• Conduct continuous monitoring activities and implement improvements
• Attend required technical and security training (e.g., operating system, networking, security management, etc.) relative to assigned duties
• Coordinate with system stakeholders and customers on system functionality and vulnerability management
• Participate in system and organization security reviews and inspections
• Serve as an alternate/primary COMSEC custodian
• Assist in the creation and management of SOPs and EAPs, as appropriate
• Assist with information security tasks for the organization, as needed
• Assist with other security related tasks, as required, to support the Office for Research Security

Minimum Qualifications:

• Bachelor’s degree or a minimum of 4 years’ experience in information assurance
• Minimum of three years related experience as ISSM/O
• Maintain required DoD 8140 certification and continuous professional education credits
• Experience authorizing systems under the NIST Risk Management Framework (RMF)
• Experience establishing and/or administering classified systems/networks
• In-scope, final Department of Defense Top Secret clearance
• Knowledge of requirements for the transfer and storage of controlled unclassified information (CUI)
• Strong written and verbal communication skills, including creation and updating of policies, documentation, and procedures
• Due to the requirements of associated research contracts with the U.S. federal government, candidates for this position must be a U.S. citizen
• If required by government agency customer, willingness to submit to a counter-intelligence polygraph test

Preferred Qualifications:

While not everyone may possess all of the preferred qualifications, the ideal candidate will bring many of the following:

• CISSP Certification
• Experience providing guidance and expertise as an ISSM
• Direct experience with DCSA, JSIG, and/or ICD system authorization packages
• Experience with maintaining DoD Enterprise networks at contractor facilities
• IS troubleshooting experience
• Familiarity with common Information Technology systems and services, such as Microsoft Active Directory, Hyper-V, and SharePoint
• Familiarity with COMSEC handling and accounting
• At least one year experience in SAP and/or SCI IS management or operating within these environments
