Information Technology Advisor

Overview:

The Information and Technology (IT) Advisor, is an expert that will provide IT helpdesk management services for the INL in Costa Rica.
This position is contingent upon contract award.

Primary Responsibilities: Duties may include to coordinates with IT Office to provide personnel with reliable telephone, cellular telephone, computer equipment, Internet, and Intranet services and preparing and updating backup databases. Develops new systems and databases to support INL. Assists with developing new systems and databases to support INL operations. Ensures the IT computer service interruptions are kept to a maximum of five hours per week. Assists INL with IT-related procurement packages requests as required. Briefs INL staff on IT issues that can affect INL performance. Monitors and evaluates the progress of all related efforts to ensure compliance with relevant terms and conditions.
Education and/or Experience: A college degree in IT or related field, or 10 years of work experience may be substituted for the degree if the individual has exceptional technical skills. Five (5) years of IT/helpdesk experience is required. Two (2) years experience with Microsoft Sever and SQL applications. Two (2) years of experience in IT management is desirable. Progressive leadership positions in the past five years. Proficient in the use of Microsoft Office, MS Project, and internally developed databases. Proficient in Databases knowledge, MS SQL Server, PostgreSQL, MySQL, Web development and integration and languages, HTML, PHP, SharePoint, Flash, Silverlight. Must be current on new information technologies, hardware, software, upgrades, updates and capable of suggesting applicable changes or modifications. Knowledge, Skills, and Abilities: Proficiency in Spanish and English. General people skills and knowledge of information technologies with focus on network management. Ability to work well with others. Shall be able to effectively communicate with vendors, INL staff, host nation personnel on issues related with IT. Certificates, Licenses, Registrations: Language - Foreign Service Institute (FSI) level 3/3 Spanish, English level 3/3. IT related certifications Security Clearance: Must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office) Physical Demands:

Must be able to physically and medically perform in Costa Rica and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:

Local and/or international travel may be required.
