The IT Director reports directly to the CEO of the Authority. They direct information technology staff, business staff as assigned, and consultants assigned to projects. ABOUT THE AUTHORITY The CT Paid Leave Authority is a quasi-governmental agency formed by statute and signed into law in 2019. Its mission is to help Connecticut’s workforce navigate health challenges and life changes with greater financial security. Through a trust funded by workers, the Authority makes benefits payments to eligible workers when the worker takes a leave from work to care for themselves or a family member. EXAMPLES OF DUTIES + Working in concert with the CEO and the Board of Directors, directs the operations of the Authority’s information technology platform. + Acts as the primary liaison between the Authority, the Board of Directors, and Executive branch agencies, including but not limited to the Department of Administrative Services Bureau of Information Technology Solutions (BITS) in matters related to the Authority’s IT needs and infrastructure. + Builds a supporting technology team and direct the operations and efforts with the team and associated vendor partners. + Plays a strategic role in shaping the technology roadmap to ensure it supports the Authority’s long-term vision and objectives. + Establishes priorities for systems development and IT projects in accordance with the Authority’s objectives. + Implements IT projects in alignment with Board approved technology objectives. + Assists in the preparation of the Authority’s budget as it relates to Authority IT needs. + Develops disaster, backup and recovery plans ensuring a resilient technology platform. + Identifies and manages risks associated with the Authority’s use of technology including cybersecurity, data privacy, and IT services continuity. + Implements policies, controls, and best practices to protect and restrict access to Authority data and systems. + Ensures all platforms are developed and tested with protocols and data protections for protected health information (PHI) and personally identifiable information (PII). + Ensures the development of high-quality, low-cost technology solutions aligned with the Authority’s needs and its business strategy. + Leads audit responses on IT-related matters. + Remains abreast of industry trends, emerging technologies and NIST standards. + Oversees relationships and foster collaboration with vendors, contractors and other service providers, including BITS. + Communicates regularly with the CEO and Authority senior management team. + Provides ongoing production support for the Authority’s IT platform, including testing and implementation of platform upgrades and making minor enhancements to the platform. + Develops the operating policies for the technology team to ensure secure implementation of technology solutions, from tracking initial requests and requirements through solutioning, developing, testing and deployment. + Develops and retain team members providing opportunities for professional development. + Provides ongoing verbal and written performance feedback to team members. + Performs any related duties as required This list of duties is not intended to be all-inclusive and may be expanded to include other duties and responsibilities that the Authority may deem necessary from time to time and as the Authority’s work and responsibilities demand. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Ten (10) years of experience in computer or network administration, architecture, operations, production control, systems development, information technology analysis and planning. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE Three (3) years of the General Experience must have been in a managerial capacity. NOTE: For classified state employees this experience is interpreted to be at the level of an Information Technology Manager 2. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training in computer science, management information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. + A Master’s degree in computer science, management information systems or a closely related field may be substituted for one (1) additional year of the General Experience. PREFERRED QUALIFICATIONS + Experience in an insurance, municipal or state government IT systems. + Working knowledge of Salesforce, cloud technology services and identity management services. + Leadership experience in managing complex and wide scoping full life cycle implementations at an enterprise scale. + Experience working collaboratively across distributed and dependent platforms with successful results. + Experience analyzing and evaluating complex financial and statistical data. + Demonstrated ability to work cooperatively with teams, using interpersonal skills to deliver excellent results and maintain a collegial work environment. + Experience using verbal and written communication skills to work with diverse groups.
