Harriman State Office Building Campus, Bldg. 5 City Albany State NY Zip Code 12227 Duties Description The Statewide Financial System (SFS) is New York State’s enterprise financial system that supports agency business processes and serves as the State’s accounting system of record. Supporting approximately 80 State agencies, SFS processes over $100 billion in payments on an annual basis, and strives to continually ensure system performance, reliability and availability, safeguard the integrity of the data contained within SFS, and maximize use of SFS functionality for the greatest benefit of NYS government. The incumbent will work in Technology and Operations as a member of the Database Platform team and serve as a technical expert for a number of specialized Oracle Database features. While responsibilities will include all aspects of database administration, the incumbent will focus on Recovery Manager, Data Guard, System Monitoring, Instance Tuning, and SQL Tuning, including developing systems, procedures, and documentation and generally providing expertise. General Job Responsibilities Include:• Follow/update database monitoring processes, procedures and reporting schedules• Reviewing and monitoring output for exceptions and trends• Reviewing database metrics to determine the root cause of availability or performance issues• On a daily basis, ensuring the recoverability of SFS databases and the integrity of backup data• Assisting with developing, testing, and managing procedures for database backup and recovery• Assisting with developing, testing, and managing disaster recovery procedures for SFS databases• Assisting with capacity planning, performance analysis, tuning, monitoring, change control, and database management. • Assisting with proactive monitoring, diagnosing, and correcting database problems, i.e. data corruption, contention, incorrect indexes, CPU utilization, etc.• Working with other SFS Team members to tune program SQL• Educate other SFS Team members on SQL and database concepts.• Working with other members of the DB Bureau to provide operational support to the SFS Program• Adhering to the SFS project management methodology to ensure work is completed properly and on schedule Minimum Qualifications NYHELPS Qualifications:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NYHELPS Minimum Qualifications:A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.Permanent-Competitive Qualifications:This position is open to candidates who are reachable on the Information Technology Specialist 2, G-18, Civil Service eligible list OR have one year of permanent competitive service as an Information Technology Specialist 2, G-18. This position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. The transfer cannot be a second, consecutive transfer resulting in an advancement of more than two grades. In order to qualify for a Section 52.6 transfer, candidates must have one year of permanent competitive service in a qualifying administrative title such as Information Technology Specialist 2 (Programming), G-18; Business Systems Analyst 1, G-18; or Telecommunications Analyst 2, G-18. In order to qualify for a Section 70.1 transfer, candidates must have one year of permanent competitive service as a Supervising Computer Operator, G-18.Preferred Qualifications:• Experience creating and maintaining database users and performing password resets• Experience in resolving Oracle table space issues, long running sql's, TNS and listener issues, patching issues, standby apply/shipping, Oracle cloud database issues• Experience with shutdown/startup of databases and other tasks to support their maintenance activities• Ability to respond to OEM alerts and backup issues• Experience performing Oracle Database clones and backups as requested• Ability to create, upgrade, patch Oracle databases and OEM• Experience with Linux/UNIX, maintain Python, shell scripts, and crontab jobs• Familiarity with Oracle RMAN, Datapump, Dataguard, RAC, flashback, restore points, and Oracle cloud technologies• Familiarity with PL/SQL scripting • Familiarity with BI Publisher reports • Ability to document processes and procedures clearly Additional Comments This position may be designated 55 b/c and is subject to verification of applicant eligibility.
