Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of an Information Technology Specialist 3, SG-23, within the Office of Information Technology Services, Dedicated Support, NYS Higher Education Services Corporation in Albany, the Information Technology Specialist II, SG-NS, will be responsible for design and development of forms and reports. Illustrative duties include, but are not limited to, the following:- Participate on teams for projects that have a forms, reports, and/or web functional component. Prepare size and scope analysis and timeline documentation. - Analyze and document business requirements by participating in requirements sessions with users. Develop prototypes based on request.- Using analysis and design documents, develop, document, and maintain Adobe forms, Elixir forms, reports, and applications, z/OS DB2 mainframe report data and artifacts, etc., as applicable. Tools include but are not limited to Adobe Acrobat, Elixir DesignPro Suite of tools for AFP printing, DB2 mainframe/Micro Focus software, and IBM QMF, and IBM OnDemand Administrator/Client software.- Perform development tasks on Java enterprise web applications. Environment consists of JAVA J2EE using IBM’s Rational Software Architect on WebSphere Application Server 9.0 with IBM z/OS DB2 and Microsoft SQL Server. Application technologies include Servlet, JSP, HTML, CSS, Javascript, SQL. - Create development test plans and prepare and/or refresh test conditions and associated accounts. Following the test plan, execute unit, run stream, subsystem, and regression tests as needed.- Review all test results, comparing the results to the identified conditions. Debug and rerun as needed. - Provide business area and external customer support for the project deliverables.- Act as a Forms/Reports liaison with other units in IT and with other Divisions in HESC. Provide information and support as needed.- Follow all existing guidelines and recommend new guidelines for forms and reports development. - Performs other duties as assigned by supervisor.
Minimum Qualifications Either 1. a bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science;Or 2. a bachelor's or higher-level degree in any field AND one year of experience in information technology;Or 3. 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of experience in information technology;Or 4. two years of experience in information technology.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
