Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Manager of Information Technology Services 1, SG-27 within Shared Application Services Enterprise Licensing & Back Office Processing, this highly technical and dynamic development team member will work closely with other application development and technical teams on many critical applications. The team currently supports internal and public application systems across multiple client agencies and Governor’s office initiatives, including the Department of State, State Liquor Authority, Specific duties include, but are not limited to: • Supervise Junior, senior level developers.• Supervise 2-3 IT Consultants.• Participate and lead hiring interviews for contractors and NYS employees.• Program in the latest .NET technologies individually or in teams of up to 30. • Lead a development team to develop, support applications using .NET with SQL Server • Work with team to support .NET Web Services APIs.• Design and develop relational database systems with focus of MS SQL Server.• Program front-end applications using latest java script framework technology with focus on Vue.js or Angular.• Conduct Data Analysis, review Data Modeling, develop Store Procedure using PL/SQL skills.• Provide support with system administration and configuration for Window Server as well as SQL Server that hosted in the ITS CNSE Data Center.• Conduct application unit testing and troubleshooting during the project development phase.• Provide level 4 triage production application support and on-call support when is needed.• Developing test suites for APIs.• Developing and supporting CI/CD and windows IIS Server support and configuration for ColdFusion applications, .Net Applications.• Develop auto Unit test script to validate the application code. • Leading the team to follow the Application Lifecycle Management process to triage and assign defects to the Junior staff.• Develop and enhancement the analytical reports, ad-hoc reports and executive reports using industry standard BI tools.• Maintain frequent communication with colleagues regarding work activities and follow up on assignments to ensure accurate completion.• Communicate with the senior management team with projects and staff update.• Assign and assess or manage staff workload, provide technical guidance.• Follow the HR policy to review and approve staff LATS and Performance Review on time. Assess staff’s training needs, manage the team with efficiency and motivation.
Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
