Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 3 (Programming). The incumbent of this position will be responsible for analysis and implementation of technical enhancements required of the Education Finance Redesign Team (EFRT) application under supervision of an Information Technology Specialist 4. Duties of this position will include but may not be limited to: • Serve as lead technical developer for the EFRT system which will require system analysis, development, troubleshooting, testing and deployment. Extensive knowledge of Visual Studio, Agile Business Suite (AB Suite), C#, SQL Server management Studio and Windows PowerShell. • Collaborate with program office and IT staff to understand the business requirements of the NYSED STAC and Rate Setting environment. • Analyze the impact of proposed system modifications on existing components and implement the needed revisions. • Assure that the EFRT system meets security standards and conforms to security best practices. • Supervise and mentor Information Technology Specialist 2 staff. • Provide input to architecture discussions. Collaborate with colleagues in an effort to assist with overall development of staff skill sets. • Develop project plans and status reports for business staff and IT management. • Assure systems and procedures are appropriately documented, meet Department standards, and follow generally accepted IT practices, to foster the integrity of automated systems and the data therein. The following skills and abilities are essential to successful performance of the job. • Visual Studio, AB Suite, and C# experience needed. • SQL Server and experience working with Windows PowerShell is required. • Knowledge and experience with SQL Server management Studio. • Knowledge and practical experience with JAVA and working with Oracle databases will also be required. • Excellent communication, business and technical analysis, and documentation skills.
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND two years of experience in computer programming*; OR2. a bachelor’s or higher-level degree in any field AND three years of experience in computer programming; OR3. an associate degree with 15 semester credit hours in programming languages AND four years of experience in computer programming; OR4. five years of experience in computer programming.*Computer programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organizations information technology architecture and business needs. PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator. COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3 (Programming).Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications: 1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages AND two years of experience in computer programming;Or 2. a bachelor’s or higher-level degree in any field AND three years of experience in computer programming;Or 3. an associate degree with 15 semester credit hours in programming languages AND four years of experience in computer programming;Or 4. five years of experience in computer programming.*Computer programming experience must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organizations information technology architecture and business needs. This could be a mainframe or network-based server environment where the server supports databases, data communications, web sites, applications servers, etc. The primary distinctive characteristic of computer systems programming when compared to applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware (e.g., operating systems, disk defragmenter) and requires a greater degree of hardware awareness. Computer systems programming experience does not qualify.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent competitive appointment, or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of education and experience will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work.. This position leads to a maximum salary of $106,454 based on annual performance advances.
