Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Manager Information Technology Services 1, SG-27, within the e-Business Application Development Unit of the ITS Dedicated Model for Higher Education Services Corporation (HESC), the Information Technology Specialist 4, SG-25, will be responsible for leading the development of enterprise web and reporting solutions using Java, J2EE, & IBM technologies. Specific duties include, but are not limited to: - Act as team technical lead for projects that have a web-based application, report, or form functional component. - Prepare and facilitate size and scope analysis and timeline documentation. - Analyze and review business requirements by participating in Joint Application Development (JAD) sessions with the client and business analysts, interviewing business area experts, etc. Review prototypes based on the requirements & prepare internal and external design documents in accordance with HESC's System Development Life Cycle (SDLC) and ITS Secure SDLC. - Using analysis and design documents, oversee the documentation, development, and maintenance of programs, modules, classes, objects, web pages, etc., as applicable. Web environment consists of IBM's Rational Software Architect, WebSphere Application Server (Versions 8.5/9.0) with IBM DB2 and MS SQL Server database components, and standard Java/J2EE technologies and frameworks. Reports & forms environment consists of IBM Content Manager OnDemand, Elixir DesignPro, Adobe Acrobat, and BIRT Reporting Engine. - Review test plans and results, comparing the results to the identified conditions. Oversee the debugging of issues as needed. Work with the quality assurance & testing unit to confirm results and support findings. - Provide business area and external customer support for the project deliverables. - Act as a functional liaison with other units in Information Technology (IT) and with other divisions in HESC. Provide technical information and support as needed. - Conduct code reviews and enforce all existing guidelines and recommend new guidelines for development. - Ensure appropriate technical standards and procedures are defined and used in solutions.- Oversee the management of code repository.- Regularly conduct research on the volatile technology of Web functional development tools and best practices. Report on the research findings, including explanations of evolving technology, comparisons of tools, discussions of best practices, and recommendations as appropriate.- Ensure best practices are adhered to in the adoption of new technologies.- Manage staff projects and work tasks maximizing productivity while reporting progress to supervisor.- Perform other duties as assigned by supervisor.- Perform the full range of supervisory responsibilities.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
