INFORMATION TECHNOLOGY SPECIALIST
Summary The mission of the National Security Division (NSD) is to coordinate the Department's efforts in carrying out its core mission of combating terrorism and protecting national security. NSD is responsible for supervising the enforcement of all federal criminal laws related to counterterrorism and counterespionage, except those specifically assigned to other divisions. The primary purpose of the e-Litigation and Data Services (eLit & DS) e-Litigation Specialist position is to provide a combination of administrative, legal, and information systems management services to the NSD. The duties and responsibilities of this INFORMATION TECHNOLOGY SPECIALIST at the full performance level GS-13 include but are not limited to: Use specialized software applications to analyze document collections, separate native files into separate documents, and extract electronically stored information metadata (ESI) for loading into review platforms. (Document processing tools include but are not limited to: Relativity, Everlaw, Nuix, LAW PreDiscovery, Reveal, DISCO, CasePoint, IPRO Eclipse, Logikcull, or Exterro.) Generate complex electronic discovery productions that comply with production specifications and deadlines, including productions from document review databases or productions from specified criteria. Evaluate electronic files, including their type, size, and format (e.g. load files or standalone review software, whether proprietary software is needed, etc.), in connection with developing a plan for their handling and management. Maintain accurate and current records regarding incoming electronic case materials, adhering to office tracking protocols, such as by completing standardized inventory or tracking forms. Perform a variety of e-Litigation tasks necessary to prepare complex and/or voluminous electronically stored information for production to opposing counsel. Serve as a litigation case management specialist, and applies and adapts concepts, methods, and procedures to carry out project development and documentation activities for e-Litigation functions. Perform a variety of e-Litigation duties relating to case teams' review of complex and/or voluminous ESI. Use specialized software applications (e.g., document review databases) to perform these functions. Work with IT staff to evaluate procedures and computer specifications designed to ensure data entry and index consistency, and to maximize the ease with which documents and records can be retrieved. Provide expert policy and technical advice, consultation, and assistance to all attorneys, paralegals, and other NSD staff involved with litigation case management responsibilities. Requirements Conditions of Employment Qualifications To qualify for the position of INFORMATION TECHNOLOGY SPECIALIST at (GS-2210-11/12/13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Applicants must have IT-related experience demonstrating each of the competencies below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. To Qualify for the INFORMATION TECHNOLOGY SPECIALIST, GS-2210-11, you must have at least one of the following: A. Your resume must demonstrate one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector coding, retrieving, and analyzing data from databases (i.e. software processing tools include Relativity, Everlaw, Nuix, LAW PreDiscovery, Reveal, DISCO, CasePoint, IPRO Eclipse, Logikcull, or Exterro) in support of attorneys and case team. -OR- B. Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. -OR- C. Some specialized experience as described in A, but less than one year; and have more than two years but less than three years of education as described in B. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the second year by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To Qualify for the INFORMATION TECHNOLOGY SPECIALIST, GS-2210-12, your resume must demonstrate one year of specialized experience equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector coding, retrieving, and analyzing data from databases (i.e. software processing tools include Relativity, Everlaw, Nuix, LAW PreDiscovery, Reveal, DISCO, CasePoint, IPRO Eclipse, Logikcull, or Exterro); processing, loading, manipulating, and reviewing documents using software tools in support of attorneys and case team. To Qualify for the INFORMATION TECHNOLOGY SPECIALIST, GS-2210-13, your resume must demonstrate one year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector coding, retrieving, and analyzing data from databases (i.e. software processing tools include Relativity, Everlaw, Nuix, LAW PreDiscovery, Reveal, DISCO, CasePoint, IPRO Eclipse, Logikcull, or Exterro); processing, loading, manipulating, and reviewing documents using software tools; assisting Attorneys with advanced review and advanced search functions in support of attorneys and case team.
